FBR to Hire Retired Army Soldiers for Tax Enforcement

The Federal Board of Revenue (FBR) can now hire retired junior commissioned officers and soldiers of the armed forces against the available posts of customs on contract.

According to the Finance Bill, FBR can declare places to be Digital Enforcement Stations at such locations as deemed appropriate for the prevention of smuggling and illicit trade. The Board can also notify any existing customs check-post as Digital Enforcement Station.

FBR can also make rules for staffing, operations and technological enablement of these Enforcement Stations.

“The Board may subject to rules hire retired junior commissioned officers and soldiers of the armed forces against the available posts of customs on contract for the purpose of this section,” reads the Finance Bill.

  • With all due respect, I have no objection to hiring ex-servicemen or other retired professionals. However, I believe we should adopt a single-source compensation model — individuals should receive either their pension or a salary, but not both simultaneously from the national treasury.

    Providing dual compensation — both a pension and a government salary — results in a significant and avoidable burden on taxpayers’ money. This practice, though perhaps well-intentioned, leads to inefficiencies and undermines public trust in how national funds are allocated.

    This isn’t about undervaluing the contributions of these individuals. On the contrary, to fairly recognize their skills and experience, we could consider increasing their pension by 20–30%. This ensures their expertise is utilized effectively, while maintaining fiscal discipline and equity.

    This principle should apply across the board — including ex-servicemen, retired judges, former bureaucrats, and military officers serving as ambassadors or in other civil roles. It’s about building a system that respects both our national contributors and the taxpayers who fund the system.
