E-Tendering to Replace Manual Auctions at Lahore Bus Terminals

Questions have been raised over the continued use of outdated manual auctions at Lahore’s bus terminals in the digital age. Responding to concerns over transparency and modernization, the Punjab government has now decided to conduct all future bidding for Lahore’s bus terminals through e-tendering.

According to sources, the Lahore administrator has approved the Punjab Procurement Regulatory Authority (PPRA) to conduct electronic auctions. The decision follows reports that four major terminals had undergone illegal manual auctions. These terminals include Badami Bagh, Sikandaria, Jinnah Terminal Thokar, and Raiwind.

The auctions for these terminals have been halted and will now be conducted through a transparent e-tendering process.

Financial Goals for FY 2025–26

District administration sources reveal that the Punjab government has set a target of PKR 1.15 billion for terminal auctions in the 2025–26 fiscal year. A total of 48 contracts will be auctioned through e-tendering.

Here are the key targets set for various contracts:

  • General Bus Stand (AC/Non-AC buses): PKR 302 million
  • Intercity Bus Contracts: PKR 120 million
  • Thokar Jinnah Terminal (AC/Non-AC buses): PKR 70 million
  • Sikandaria Colony (AC buses): PKR 310 million
  • Intercity Wagon Sector – Multan Road: PKR 130 million
  • Coolie Fee – General Bus Stand: PKR 11.3 million
  • Parking Fee – General Bus Stand: PKR 45.5 million
  • Intercity Wagon Sector – Sheikhupura: PKR 45.2 million
  • Raiwind Terminal (AC/Non-AC buses): PKR 8.7 million
  • General Truck Stand Parking: PKR 4 million
  • Sikandaria Colony Parking Contract: PKR 12.1 million
  • Jinnah Terminal Parking Stand: PKR 4.81 million
  • Public Toilets – Mini Bus Terminal: PKR 6.8 million

This move aims to ensure transparency, eliminate corruption, and streamline the contracting process for public transport facilities across the city
