Pakistan Single Window Rolls Out Port Community System to Streamline Cross-Border Trade

In a media briefing at the PSW office in Islamabad, CEO Mr. Aftab Haider spoke to traditional and digital media personnel and attendees. The Pakistan Single Window (PSW), under the leadership of CEO Syed Aftab Haider, has made significant strides in modernizing and streamlining Pakistan’s cross-border trade ecosystem. Established to meet Pakistan’s obligations under the World Trade Organization’s Trade Facilitation Agreement, PSW began rolling out its national single window platform in 2022, on schedule and fully compliant with WTO requirements.

Since its launch, the PSW has successfully integrated 23 government agencies, 29 banks, and Pakistan Customs into a single, data-driven platform that replaces fragmented, manual processes with digital workflows. What sets PSW apart globally is its dual focus: digitizing both business-to-government and business-to-business interactions, making previously undocumented or opaque sectors, such as pre-shipment inspection and fumigation services, visible and traceable.

“Cross-border trade in Pakistan involves up to 77 regulatory bodies, and nearly 32 of them actively require permits or certifications,” said Mr. Haider. “PSW re-engineers these processes to eliminate human intervention, ensuring transparency and traceability.”

PSW’s innovative approach has gained international recognition. UNESCAP recently invited Pakistan to lead a regional initiative linking Single Window platforms across Islamic countries. Meanwhile, Pakistan’s ranking in the UN’s Global Survey on Digital and Sustainable Trade Facilitation has improved markedly, rising from 55 in 2022 to 75 in the latest results, trailing only India in the region.

Now, PSW is taking another major step with the launch of the Port Community System (PCS), a homegrown platform developed with initial design support from the World Bank and IFC. Already operational in Karachi, PCS will soon be formally inaugurated. The system meets requirements set by the International Maritime Organization for a maritime single window by January 2024.

Branded as Portverse, the PCS is Pakistan’s Maritime Single Window, a centralized digital platform built to streamline vessel management, port clearances, and regulatory coordination at all major seaports. Developed jointly by PSW and the Ministry of Maritime Affairs, Portverse offers real-time updates on cargo, vessels, and berth statuses. It ensures seamless coordination among stakeholders, faster clearance times, reduced business costs, and stronger compliance with global trade standards. Future upgrades will expand its capabilities by adding services such as electronic delivery orders and truck appointment systems, further improving operational efficiency at ports.

PCS offers real-time electronic management of vessel arrivals, cargo tracking, delivery orders, and truck appointments, addressing longstanding port congestion and manual inefficiencies. It centralizes port operations and connects key public and private stakeholders including Pakistan Customs, port authorities, terminal operators, and freight forwarders.

Unlike traditional automation systems, PCS is built on structured data, allowing advanced analytics, audit capabilities, and integration with risk management frameworks. By eliminating redundant inspections and encouraging efficient clearance, PCS is expected to significantly reduce container dwell time, lower costs, and improve Pakistan’s global competitiveness.

PSW’s hybrid organizational model blends public sector expertise with private sector agility. “Our staff of around 300 includes civil servants embedded for domain knowledge, but 95 percent come from the private sector, many with top-tier IT credentials,” said Mr. Haider. “We have built this platform without the bureaucracy, no protocol, no government vehicles, just results.”

The PSW and PCS platforms are now poised to drive the next wave of trade facilitation and digital governance in Pakistan, unlocking new opportunities for economic growth and global integration.
