CDA Issues Show Cause Notice to Housing Society Over Illegal Development

The Capital Development Authority (CDA) has issued a show cause notice to the Civilian Employees Cooperative Housing Society (CECHS) for alleged illegal development on 585 kanals of land in Zone-5 without a required Layout Plan (LOP) or No Objection Certificate (NOC).

CDA directed CECHS to immediately halt all works, marketing, sales, allotments, and plot transfers.

The authority also ordered the demolition and removal of illegal structures within ten days, calling the current operations unlawful under existing regulations.

The society is accused of launching development, marketing, sales, and allotments in Soan Garden, Block H-Extension in violation of the CDA Ordinance 1960 and Islamabad’s zoning rules.

The notice references April 2025 Islamabad High Court orders that no plot allotments may exceed the approved LOP.

It stressed that conversion of street or plot numbers after allotment is not permitted, and societies cannot include clauses allowing such changes.

CECHS has been given seven days for a personal hearing to present its defense. The CDA warned that non-compliance would lead to strict legal action: demolition, sealing of society offices, blocking access, and referral to NAB or FIA.

CDA also reserved the right to recover enforcement costs from responsible parties.

The show cause notice was issued under instructions from the CDA’s Member Planning & Design, and appears on the CDA’s public notices registry

  • DEHRI has been given and frontman was approached. So whatever will be the decision buyers lose cannot be recovered.

  • CDA is the bone of contention itself, had it developed the sector it announced decades ago, such illegal societies would have not cropped up, so it should look into its own responsibilities rather than throwing general public into the clutches of illegal societies mafia.

  • Whats CDA or FIA doing on the victims of Ministry of Commerce cooperative housing society..

  • What about Soan Gardens phase 2 scheme for which members have paid money but nothing has ever been delivered except false promises. CDA must inquire and take necessary action.

  • CDA’s actions are outrageous and clearly reflect deep-rooted corruption. After 31 long years, they suddenly “remember” that the land was allocated for schools, colleges, parks, and mosques. Marking people’s houses with red crosses without permission is nothing but harassment, especially when we purchased this land legally and paid the full amount with proper approvals. At the time of purchase, no one informed us about any such reservations, and the society’s management along with the developers sold the plots openly. If anyone should be held accountable, it’s the Soan Cechs management and developers not the innocent residents. Where was CDA all these years? And now, just when the department is on the verge of ending, it suddenly wakes up. This is negligence, injustice, and corruption at its peak.
