Uncovering the Facts Behind Sugar Supply Disruptions

Recent reports have linked disruptions in the sugar supply chain to Pakistan’s Track & Trace System (TTS). However, officials familiar with the matter have clarified that the TTS is not connected to the dispatch of sugar consignments and plays a different role within the regulatory framework.

The TTS has been designed to monitor production, apply secure tax stamps, and ensure accurate reporting of manufactured goods at the point of origin. It does not handle dispatch authorizations, gate clearances, or field enforcement. These functions remain under the Federal Board of Revenue (FBR) and its IT subsidiary, PRAL.

According to sources, the recent supply challenges arose from issues within the S-Track Portal, a dispatch management system developed and operated by PRAL. The S-Track Portal governs the authorisation and clearance of consignments, and any technical interruption directly impacts the flow of goods.

Globally, track and trace systems typically cover the entire supply chain, extending from production to retail monitoring. In Pakistan, however, responsibilities are divided across multiple agencies. While the TTS is focused on production monitoring and stamping, enforcement, compliance, and dispatch controls are managed separately by the regulator.

Industry experts caution that conflating these separate functions risks misrepresenting the TTS, which has already contributed to improvements in compliance and revenue collection across sectors such as sugar, cement, tobacco, and fertilizers.

They stress that accurate reporting is essential to preserve public confidence in reforms aimed at increasing transparency and accountability within Pakistan’s manufacturing sector.
