UK Reduces Stay Duration for Graduate International Students

The UK Home Office has confirmed sweeping immigration changes that will reduce the post-study stay period for international graduates from two years to 18 months, a move expected to reshape the country’s appeal as a global education destination.

The policy, which formalizes an earlier proposal from the government’s May immigration white paper, was introduced in Parliament this week and is now part of new legislation.

According to the government’s impact assessment, the shorter Graduate Route visa could lead to a “modest impact” on student demand, with an estimated 12,000 fewer applications each year. The report also projects a £50 million annual loss in combined visa and immigration surcharge revenue.

The revised rules will apply to graduates of bachelor’s and master’s programs who submit applications on or after January 1, 2027. PhD holders will continue to receive the existing three-year post-study stay.

Explaining the change, Home Office Minister Lord David Hanson said data showed that “too many graduates are not progressing into graduate-level employment, which the Graduate Route was designed to support.” He added, “The new measure aims to ensure that those who stay in the UK transition into meaningful, skilled employment and contribute effectively to the economy.”

Rising Costs and New Opportunities

Alongside the visa reform, the financial requirement for international students will also rise. From November 11, 2025, applicants will need to demonstrate £1,529 per month in London or £1,171 outside London to cover living expenses, according to the UK Council for International Student Affairs. The maximum accommodation offset—which reduces the amount of proof of funds required if rent is prepaid—will also increase to £1,529.

Meanwhile, international graduates seeking to establish businesses in the UK will gain new flexibility. Degree holders will now be able to switch directly to the “Innovator Founder” visa route, replacing the discontinued Start-up visa. The change takes effect on November 25, 2025.

Visa holders under this category must meet their endorsing body at 12 and 24 months to show tangible business progress or risk having their visa curtailed.

Higher English Proficiency Standards

In another major change, the Home Office announced that from January 8, 2027, applicants for Skilled Worker, Scale-up, and High Potential Individual (HPI) visas must meet B2-level English proficiency, equivalent to A-Level standard, up from the current B1 (GCSE level) requirement.

“The change will help ensure that those who wish to build their lives in the UK are better equipped to integrate into British society,” Lord Hanson stated.

The government has also indicated that future immigration rule updates will extend English language requirements to dependants in both work and study routes.
