The Federal Investigation Agency (FIA) has made it compulsory for Pakistanis travelling abroad for employment to obtain an affidavit signed by a Grade 18 or 19 government officer, reported The Express Tribune.
The affidavit must guarantee that the passenger will work only at the stated place of employment and will not attempt to enter Europe illegally.
According to the report, FIA immigration teams have offloaded nearly 150 passengers from flights at Lahore and other airports within a week for failing to provide the required verification.
An FIA immigration officer at Lahore Airport said the move follows several incidents where passengers who travelled to Dubai, Saudi Arabia, Bahrain, or Thailand later tried to reach Europe through Libya or Baku.
“Only those presenting an affidavit verified by a senior government officer will be allowed to travel,” the officer said.
The Protectorate of Emigrants has deployed inspectors at airports to verify documents and assist genuine workers. Passengers travelling through the Overseas Employment Corporation (OEC) are being cleared easily, while those linked to private overseas recruitment agencies must wait for verification.
Many travellers have criticised the new rule, calling it unfair and burdensome despite having valid documents and work visas.

Why people are leaving country to work abroad or seek asylum in Europe. The reason is the mindset and corruption of those attesting Grade 18, 19 and other senior officials and public office bearers normally referred as “Ruling Elite”.

Why not just a Declaration of Intent, self signed? Or an Undertaking and signed by the traveller? That should be enough.
I need to get an Affidavit / Attestation done by a BPS 17 or above Govt Officer or a Govt Bank Manager. But I do not know any such persons who know me personally and can vouch for me. The BPS 17 or above chaps that I knew have either gone to the other world – are dead and burried or are nowhere to be seen. The present lot? I know none. So what do I do? And I do not believe in sufarish to get someone sign this undertaking for me. Am stuck!

This attestation ideology is based on “british ghulami”. Only a government affiliated officer will authorize your identity, your documents, your transactions. This was the best way for British to discredit the locals and treat them as second class citizens in thier own land.

Impose stringent legal measures against individuals who attempt to migrate illegally or via hazardous, unauthorised routes. I propose a mandatory minimum custodial sentence of one year, substantial financial penalties, and a lifetime prohibition on obtaining or renewing a passport for anyone convicted of facilitating or undertaking such journeys; existing travel documents should be revoked upon conviction.
To prevent fraud and corruption in the passport-issuance process, require all passport applicants to present a Police Clearance Certificate (PCC) issued through a secure, centralized, and fully computerized system. The PCC should be digitally verifiable, linked to national biometric records, and accessible only via authenticated government portals to eliminate the possibility of forged or bribed certificates.
Complement these measures with robust oversight and transparency provisions: regular audits of the computerized PCC system, severe penalties for officials who issue fraudulent clearances, and international cooperation for repatriation and prosecution where applicable. Finally, invest in public-awareness campaigns and pre-departure counselling to discourage dangerous irregular migration and to inform citizens of lawful alternatives.
Government’s response seems to be tackling the symptom. *(people leaving illegally) rather than the root cause the conditions that make people desperate to leave in the first place.

The more difficult you make life for the ordinary Pakistanis, the more of them would want to leave. Many people with genuine employment related travel will now have one more bureaucratic headache.
If you want to curb illegal immigration, go after the people and the networks that entice people to travel illegally.

Totally unfair, if undertaking is necessary then it supposed to be signed be a family member who stayed in Pakistan. Why a 18/19 grade officer will sign guarantee for a unknown person. It is only to bother people traveling abroad and to make bribe money. It must be stopped immediately. Make easy for people traveling.

OPENING ANOTHER DOOR FOR RED TAPE AND CORRUPTION. HOW CAN THE GRADE 18 OR 19 OFFICER VERIFY BEFORE HAND THAT THE PASSENGER WILL WORK PRECISELY AT X, Y, Z LOCATION IN FUTURE. THIS IS ABSOLUTELY RIDICULOUS. PEOPLE CHANGE JOBS AND LOCATION DEPENDING ON OPPORTUNITY. ANOTHER BRAINLESS BUREAUCRATIC POLICY THAT MUST BE CANCELLED.
Instead of off loading passengers they should have allowed them to travel and got the required certificate from agents or their officers should be present at air port to complete the required certificate on spot.
Unfair means for poor people who are going for work will have to face more difficulties, not everyone will be able to find grade 18, 19 government officer for attestation and if someone finds by chance he will be asked for any type of guarantee by the officer.
It has to checked that the Employer is genuine or not. That’s all .

How this affidavit going to stop people going from one country to an other country? If they break it, who will be held responsible? Are they going to punish that govt official who signd it for any violation? If they do so, no one will be willing to sign it for anyone.

I don’t know how this useless ideas come from where. If you are deciding something and make the rules for the country. Then it should be reviewed by the intellectuals to provide you some brilliant ideas not blind ideas don’t forget that all overseas wok hard and send back the money to the home country sacrifices of overseas must be considered.
This is totally illigal. It is just leaving the labor at the mercy of 18 and 19 grade officer. In many cases I am sure officers will refuse to sign.
FIA is the most corrupt institute of Pakistan right now, they are just making this kind of rules that people give them money and they let them go, i am the victim, there is a bastard lady in Karachi airport who offloaded me despite having all the documents, hotel booking, cash, return ticket. Then an agent of FIA called me and asked to pay some amount so they will let me go next time. I paid 1 lakh rupees and left this fucking country. I hope i ll never ever come back in this hell.

95% genuine person will be affected due to 5% people. This is not reasonable measure to avoid illegal migrant.
Govt should take different actions to avoid disturbing the genuine work force who are supporting the country by sending foreign currency.

This is another door open for Curruption and looting Pakistanies who are somehow getting employment opportunities overseas. Why would a 18 or 19 grade officer will sign or attest the certificate without his interest ? Why he would give guarantee or surety? What if person doesn’t work in the company specified ?
They must demand high money for one sign, further who knows how long it will take for FIA or officer to verify the documents? Will that verification will be free of cost or subject to a handsome cost 😉
What guarantee that such officers will not cause any unnecessary trouble for the person seeking their sign or attestation?
In the past a brother submitted an undertaking that his court certified declared prisoned brother will return the Pakistan after treatment but he did not, and the one who submitted the undertaking is now sitting Priminister 🤗
How does an affidavit ensure they will follow the rule? The govt is liable for reimbursing passengers’ tickets for deboarding them.
Who believes in Pakistani documents , after completion your studies from Pakistan you still need to attest all degrees and prove that these are genuine , for God sake please build a system where without attestation Pakistani degrees should have weight .
