The Punjab government has decided to recruit medical experts on a temporary basis to address staff shortages in the health sector. The Punjab Assembly has passed the Punjab Locum Hiring Act 2025, paving the way for this new hiring policy.
Under the new law, a locum policy committee will be formed. The provincial minister will serve as chairperson, while the secretary will act as vice chairperson of the specialized healthcare committee. Three field experts and a human resources representative will also be part of the committee.
The committee’s main tasks include identifying staff shortages, setting terms of reference for temporary recruitment, and determining the recruitment period, salary, and other benefits. The committee will also draft the recruitment contract and ensure the process is transparent.
Before any hiring, job advertisements must appear in at least two newspapers. The full recruitment procedure will be detailed in these ads. Those hired on a temporary basis will not be eligible for permanent status or the benefits given to permanent employees.
The committee will have the authority to extend or terminate temporary contracts as needed. The main goal of the new law is to quickly fill gaps in the health sector and improve medical services across Punjab.
