Good News for Karachi Citizens Regarding E-Challan Fines

Facing intense criticism over the newly launched e-ticketing system and heavy traffic fines, the Sindh government is now considering reducing the challan amounts for various traffic violations.

The AI-powered Traffic Regulation and Citation System (Tracs) was inaugurated by Sindh Chief Minister on October 27, and within a week, the traffic police issued around 30,000 challans worth millions of rupees. The fines targeted violations such as not wearing seatbelts, using tinted windows, and riding motorcycles without helmets.

The initiative quickly sparked public and political backlash, with citizens and opposition parties accusing the Pakistan Peoples Party (PPP)-led Sindh government and police of using the system to “mint money.” So far, three petitions have been filed in the Sindh High Court, with notices already issued to the provincial government and police on two of them.

Officials within the provincial government and police reportedly acknowledge that fines alone cannot reform Karachi’s traffic culture. A senior government official and PPP leader, speaking on condition of anonymity, said the chief minister had already announced relief for first-time violators, allowing them to have fines waived within ten days if they submit a written apology in person.

He confirmed that the government is likely to announce a major reduction in fine amounts for certain violations by the end of this month. However, he made it clear that the e-ticketing system will not be suspended or rolled back. Instead, it will soon expand across Karachi and other districts of Sindh, ensuring greater traffic regulation across the province.

  • The Sindh Government should be targeting unfit vehicles. Get those dilapidated public transport vehicles, the old, decrepit taxis and rickshaws off the roads.

    • How many jobless people have you given jobs who earn a buck driving so called dilapidated vehicle . Will you feed there children you aristocrat chordy ?

      • How do the under privileged across the world feed their children? Does this justify ancient vehciles to be driven on the roads? You may not be aware some of those vehicles age 50 – 70 years ffs

      • The law of the land must be followed. If you want to earn and make money, do it in line with the rules and regulations set forth. By having this apologetic attitude you will not help anyone.

      • How many jobs have you given to jobless and deserving people of Karachi, you senseless woman with big mouth? Don’t you have etiquette and manners on how to talk and criticise on public forums?

        It is the duty of the city government to keep a check on unfit vehicles to secure the environment of the city from pollution and discipline on roads, without which a city swiftly becomes like Karachi, where most of the public transport drivers are uneducated, thus driving unfit vehicles which are pumping pollution 10 times more than the fit vehicles. Every day 2 to 3 incidents take place in Karachi where bike riders are killed by racing heavy vehicles.

        It has nothing to do with the unemployment of drivers … it is just a realization of their duty as drivers for the sake of the environment of the city from where they earn the livelihood for their families.

  • It is as said another (bhatta) money minting schemes PPP came up with to extort money for their war chest (money for bribing officials buying elections and vote banks, money to buy expensive properties abroad money to flee the country when public comes after them). This is not the first time they have harassed the people of Karachi whose election votes they have made invalid through such ill gotten income. Those who have lived long remember their many crimes against Karachi. This is another tyranny alongside absurd utility bills and exorbitant tax on daily necessities. Yet they have turned Sindh into their personal fiefdom because as long as they have rural vote banks under their thumb they win every election and fearlessly add the burden of their lavish expenditures on the people barely making a living in Karachi.
    We are already paying around 100000 rupees a month in utility bills and rent, seems we are not paying enough to satisfy the starving politicians in PPP.

  • If e-challans are so good, then the Pakistan Peoples Party should start an e-challan system in its constituency.

  • They should be more focused on building Karachi roads especially University road and Rashid Minhas road. Also, there is a huge requirement for maintenance of many other areas.

    • Is Karachi roads only lies on Rashid Minhas & University Road on entire Karachi roads require maintenance and in mostly areas new roads to be build. PPP is lacking GULSHAN-E-HADEED water supply from 6 months bcoz they gave votes to PTI. Releasing of funds was first issue than mayor Karachi visited and assurance that supply will formal within a month but now it has over 6 months lacking of water supply. This is how they rule over Sindh by not giving basic facility to the ppl. They’re many other areas with lack of basic facilities.

  • Karachi’s people Never and also now have NO good / HOPE from Sindh PPP govt.
    Who these people are everyone knows in Karachi very well .

  • They should be trageting bikers, rickshaws, busses and over speeding cars .. i see alot of difference now where people show resilience however these bikers, rickshaw and buses are still not following rules.

    • It is the duty of all including public and private vehicles owners to follow the rules, which have been promulgated for their own safety.

  • E Chalaan is good initiative IF your aim is to control the traffic but this is not the case as Sind Govt is just willing to get money. Why the E Chalaan is not setup for Trucks, dumpers, rickshaws and commercial vehicles?

Bijli Pani Gas sbsy mohtaaj hain Pani peeny k lye khareedny k paisy nahi hoty or yahan tooti hui sarkaron pr challan ki fees Sindh Police or Sindh Govt ko chahiye Karachi wesy bhi tabah kardia hai Karachi walon ko ek jagah jama krke ek sath jaansy maarden haqeeqat ye hai dukh ek nahi logon k pass ab Qabrain khareedny k paisy bhi nahi hotay. 😭💔

  • The system is good, but the fine amounts be reduced. Plus, awarness display boards of violations to be posted on roads with fine amounts.
    To encourage public, messages be sent for following safety rules, e.g. thank you for wearing seat belt. You saved yourself and someone else life by not using mobile phone while driving.
    You are a safe driver, by following speed limit.

  • Go to hell Sindh Government you are just causing problems for Karachites. We demand Karachi to be seperated from Sindh. We dont Trust PPP and their goones

  • Traffic violations such as driving through red lights,driving on the wrong side and over speeding should be heavily fined because they cause major accidents and traffic jams.Using seat belts and wearing helmets should be encouraged through educating rather than heavy fines.

  • Sind government can improve the traffic situation of karachi simply by penalising motorcycles that drive in the fast and middle lane…
    Moreover increase speed limit to 80 in fast lane to improve traffic flow, 60 km in fast lane is absurd especially considering heavy flow of cars. These are all basic things yet sind government fails to implement them. High time they took some measures to improve the traffic situation as driving in karachi is stressful physically and mentally.

  • It is very clear that heavy fines meant to mint money for the sake of PPP with the assistance of IGP Sindh, after the Ajruk Number Plate Scam. E-Challan for other district of Sindh, if imposed, will be on very reduced fines after getting required amount from Karachi

  • ای چالان ترقی یافتہ ملکوں تو سمجھ آتا ہے مگر ہمارے ملک میں اس کو رائج کرنے سے پہلے حکومتی اداروں کو اپنے اپنے گریبانوں میں جھانک کر دیکھنا ہوگا کیا ہمارے ملک کے شہریوں کی حالت ایسی ہے کہ اس میں اس قسم کا نظام رائج کیا جائے کیا کبھی روڈوں کی حالت دیکھی ہے کہ کس قسم کے روڈوں سے واسطہ پڑتا ہے یہ روڈ گھپ اندھیروں میں ڈوبے ہوتے ہیں اور کھڈوں کے قبرستان کا نمونیہ پیش کر رہے ہوتے ہیں، سب سے پہلے ان موٹی موٹی چیزوں کی درستگی کو یقینی بنائیں اس کے بعد پھر عوام بھی خوشی ہر قسم کے نظام قبول کرنے کے لئے تیار ہو جائیگی حکومتی اداروں کے سربراہان ہوٹر کی گھن گرج میں بجلی کی سی تیزی میں گزر جاتے ہیں انہیں تو احساس نہیں ہوتا کہ ایک عام شہری کتنی مشکلات کا سامنا کرتا ہے اور اوپر سے یہ نام نہاد سی چالان کا سامنا کرنا پڑ رہا ہے روزگار کے حالات انتہائی خراب ہیں مگر حکومتی اہلکار اس میں بھی ان سے کچھ نہ کچھ مال نکلوانے کے درپے ہیں ، اللّٰہ تعالیٰ ایسی نااہلی حکومت سے سب کو محفوظ فرمائے آمین یارب العالمین

  • E challan issued for violating not using seat belt by person sitting next to driver seat without any announcements needs reconsider.
    There must be some open discussion on Media
    to improve E challan system acceptable to Public and implementation must be successful.
    Reduce fines to 10 %of present rate.i.e From 10,000. reduce to 1000.
    Traffic signs should be placed at all important points.
    Road be properly marked.lanes etc.
    Official compaign be launched explaining all violation.

  • Don’t reduce fine for seat belts, wrong way or one way driving, using mobile phone while driving and not wearing helmet. Instead start impounding the vehicles and issue more heavier fines.

  • Who should monitor Sindh government local bodies offices like kda kmc and police stations ?? Can Sindh government install Cameras in these slauter houses??

  • Good step taken by govt.we all should follow rule. Even Pakistani accept the rules in other countries why not here in pakistan…they are addicted to violation of rules here…driving on wrong way violation of traffic signals especially bikers they use pavements for their own conveyance .pavements are made for pedestrians not for motorcycle….they should be fined…

  • The Sindh government should also come up with good condition roads because the roads are not there for such a mean type of penalties.

  • E- Challan not acceptable becz our infrastructure of Karachi is very poor, firstly roads should be carpeted, speed lines should ba marked, signals are not in working conditions , vehicles ownership should be regulated. Fines should be reasonable to be paid. We favor laws should be implemented in all districts of Sindh. Rule of equity should be followed. Law breaking is crime. Recent actions taken by Sindh government to closec all illegal tea hotels in Karachi . It’s highly appreciated. Quaid e Azam used to say don’t break the law.

  • We are not a good nation including government employees from 1958.
    All systems of living in villages, towns, cities are totally colip throughout Sindh & Pakistan.
    Still so many motor bikes ,Rishaws, loader as Small truck are moving city Karachi are not number plat ,no any traffic officer check & but making money from Tower to Guru Mander, at saddar so many Rishaws & motor bikes use revers road even Suski etc.

  • During peak hours, the traffic volume on all major roads, including Shahrah-e-Faisal, is far greater than the number of available lanes. In such conditions, it becomes practically impossible for a driver to maintain proper lane discipline when five vehicles are trying to occupy space meant for three lanes—excluding motorcycles, which are also present and moving between cars.
