The Hong Kong SAR government has expanded its Immigration Facilitation Scheme for Visitors Participating in Short-term Activities in Designated Sectors (STV Scheme), adding five new sectors and nearly 100 more authorised organisations to streamline entry for foreign professionals.
Under the scheme, invited visitors can participate in approved short-term work activities for up to 14 days without applying for an employment visa.
Five New Sectors Added
The STV Scheme now covers 17 sectors, up from 12. The newly included sectors are:
- Environment
- Occupational Safety and Health
- Maritime
- Think Tanks
- Activities hosted or supported by government departments
The number of authorised organisations allowed to issue invitations has increased from about 400 to around 490, enabling more institutions to bring in overseas experts.
How the Scheme Works
Authorised organisations can invite foreign professionals to take part in short-term events, meetings, or projects. Participants may receive payment for their work without a separate employment visa, provided the activity aligns with Hong Kong’s economic or policy goals and does not affect local jobs.
Why It Matters
Since its pilot launch in 2022 and full rollout in 2024, the STV Scheme has enabled more than 38,000 international visitors to join major events, including the Asian Financial Forum and Hong Kong Sevens.
Officials say the expansion will strengthen Hong Kong’s role as a global “super connector” by attracting more talent, boosting cross-border collaboration, and supporting key industries.
