Major Private Schools Get Notices on Forcing Students to Buy Costly Stationery, Uniform

The Competition Commission of Pakistan (CCP) has issued show cause notices to seventeen major private school systems for allegedly abusing their dominant position by compelling parents to purchase expensive, logo-branded notebooks, workbooks, and uniforms exclusively from school-authorized vendors.

The action has been taken to safeguard millions of school-going children and their families from unfair pricing practices.

The enforcement action follows a detailed suo motu inquiry initiated on the basis of numerous complaints from parents, guardians, and other stakeholders.

Complainants alleged arbitrary fee hikes, non-transparent selling practices, and the bundling of mandatory branded school supplies, effectively leaving families with no choice but to purchase these items at inflated prices.

Many families told the Commission that schools were raising costs without transparency and blocking the use of cheaper, non-branded alternatives.

The school systems under scrutiny include: Beaconhouse School System, The City School, Headstart, Lahore Grammar School (LGS), Froebel’s, Roots International, Roots Millennium, KIPS, Allied Schools, Super Nova, Dar-e-Arqam, STEP School, Westminster International, United Charter School, and The Smart School, among others.

These school networks operate hundreds of campuses nationwide and collectively educate millions of students, giving them considerable influence over enrolled families.

Inquiry Findings: Students Declared “Captive Consumers”

The CCP’s inquiry revealed that parents were mandated to buy logo-bearing notebooks, workbooks, uniforms, and other ancillary school products from exclusive school-authorized outlets.

In several instances, schools sold compulsory “study packs” through online portals or designated vendors, with students prohibited from using generic notebooks or uniforms from the open market.

The CCP defined the relevant markets as:

  1. The provision of education services to enrolled students, where each school enjoyed a 100% market share, making students “captive consumers”; and
  2. The market for ancillary school products, which became the “tied market.”

The inquiry report concluded that:

  • Many study packs were up to 280% more expensive than similar items available in open markets.
  • Leading school systems engaged in tying arrangements, making continued enrollment conditional upon purchasing secondary products such as notebooks and uniforms.
  • Schools appointed exclusive vendors, foreclosing the market for thousands of small stationery and uniform sellers nationwide.
  • Mandatory branded supplies and restrictive trading conditions violated Sections 4(1) and 4(2)(a) of the Competition Act, 2010.

High switching costs, such as limited school options, substantial transfer fees, and transportation constraints, left parents with no viable alternative, enabling schools to enforce these practices without resistance.

The CCP observed that these practices restricted market access, harmed small retailers, and limited consumer choice across Pakistan.

Private educational institutions account for nearly half of all student enrollment in the country. With inflation already straining household budgets, the imposition of overpriced branded materials further burdens families and raises concerns about excessive commercialization within the education sector.

CCP has directed the seventeen school systems to submit written responses within fourteen (14) days, appear before the Commission through duly authorized representatives, and explain why enforcement orders under Section 31 and penalties under Section 38 should not be imposed.

Failure to comply may result in ex-parte proceedings. Under the law, CCP may impose a penalty of up to 10% of the annual turnover or Rs. 750 million, whichever is higher, for such violations.


    • My tuition sir told us that The Smart School and Allied Schools principals are cousin’s. They’re relatives. They have 3,3 businesses! Milk business, petrol pump business and these schools are their third business. Ab samajh ayi ye school parhatay kiyun nahi hain! Kamai ke aur zariye hain inke pass. Ye Sirf bachoun ko aik cheez samjha kar baqi Ghar ke liye de detay hain! Ye to mehngay private schools ka Haal hai!

  • Commendable, if it actually works! This practice has long been a menace for school pupils for the past three decades. And it’s only increasing. I’d suggest adding more schools to the list to stop this practice once for all. Education is a basic human right, which, unfortunately, has become a luxury in our country due to the private school mafia!

  • Both my kids were/are forced to buy their branded items. I’m sick of wasting money on expensive poorly made uniforms that fall apart after just 2-3 months of use. The branded stationairy costs are absurd. Government always talks of changes to this but it never changes. Doubt this time will be any different.

  • The same is doing crescent model school Lahore. They are bounding students to buy their logo books n copies n selling very costly uniform n change uniform after a year or two.

  • Very good step taken by the authorities….I am associated with one of the most leading school system and day by day life is becoming hell for parents… costly textbooks and workbooks…. uniform is too expensive….ther should be a full stop on this non sense…. moreover selected vendors only restricted us from buying from anywhere else….fee is increasing day by day …. salary of the employee are pathetic…..

  • Add foundation public school to the list.
    Selling stationary, uniform, books and copies at higher prices is their very old scam of previous generation, and our government and regulatory bodies couldn’t stop that. They also charge annual fees, exam fees, library fees above tution fees.
    Now this school mafias MBA offsprings have started another scam. During school hours they offer taekwondo, robotics, gymnastics, and language courses which according to them are optional and they charge extra for these courses even when they conduct these classes in regular school hours. If you don’t opt for it they leave the kids without supervision or at best put a children’s movie for non participating kids. This is highly unethical, and prevalent now, but sadly parents are stuck between a rock and a hard place. The only other option is to get education from government schools.
    If the government is serious in breaking their hegemony, it should make government schools better, instead of sending notices and then looking away after pockets filled by bribes.

  • This is a very excellent step. We have been facing the same issue with many private schools. My children were studying in Allied School, and they used to include books in the pack that were not even required. They also have authorized dealers who sell these books at high prices due to high demand.

    I truly appreciate this initiative — millions of parents will get relief from these unnecessary expenses. Private schools are focusing more on business instead of the quality of education

  • Most big time private schools are run by families with strong political backgrounds or beurocrats which have strong ties with govt officials so how will this ever change? How will a notice serve the purpose when this has been happening for decades now? Many cases were filed across Pakistan against this irregularity but nothing ever happened? Permanent changes are not initiated to correct faults as they will disturb both personal and political ties among the powerful no matter common people suffer or being looted by corporate,educational or govt sector, so much greed that no one is willing to let go of the ever going loot!

  • Its a good initiative almost all big school brands following the same practice but only a few schools names highlighted missing other giants such as pakturk.
    Recommended course of action.
    Use of branded school copies should be abolished.
    Controls should also be established over Oxford printed material and
    Price range of School uniform alonwith description of cloth quality should be defined.
    Extortion of money in the name of school admission fee should be abolished.
    And lastly, if realy intends to make things better Rule of law should be implemented
