The Khyber Pakhtunkhwa Cannabis Regulatory Authority has approved changes to licence fees and duties related to cannabis and industrial hemp, official documents show.
Under the revised framework, the authority reduced the licence fee for cannabis cultivation from Rs. 0.6 million to Rs. 0.5 million, while the fee for cannabis processing was lowered from Rs. 1.5 million to Rs. 1 million.
The licence fee for hemp processing was also cut from Rs. 0.7 million to Rs. 0.5 million. At the same time, the authority decided to remove excise duty on industrial hemp and hemp seed oil. However, it approved an increase in excise duty on full-spectrum Cannabidiol and Tetrahydrocannabinol, raising it from Rs. 3,000 per kilogram to Rs. 5,000 per kilogram.
The decisions were taken during a meeting chaired by the provincial minister for excise, taxation and narcotics on December 22, following recommendations made by a sub-committee earlier this month.
During the meeting, officials also presented the proposed Hemp Model for Khyber Pakhtunkhwa. The authority approved issuing pilot hemp cultivation licences to selected industries in the province, with a provision for partnerships between licensed industries and farmers.
