The 10th Avenue project in Islamabad remains stalled despite the completion of several major road schemes by the Capital Development Authority (CDA) during 2025.
Launched in 2022 at a cost of Rs. 10.2 billion, the project was scheduled for completion in March 2024. After the expiry of an extended deadline on December 30, 2025, the CDA’s engineering wing has sought another six-month extension for the contractor, the National Logistics Cell (NLC).
Work has remained suspended for around six months after partial earthwork and the construction of five bridges. About 50 percent of the project has been completed, while unfinished infrastructure, including pillars and ramps, has begun to deteriorate. Two bridges built under the project are already in use, but other sections remain incomplete.
Officials said the federal government released Rs. 4.2 billion for the project since 2022, which has been fully spent. The project was excluded from the Public Sector Development Program for 2025–26, and no additional funding has been provided so far.
The CDA said the release of funds is required to resume work, particularly to complete the section between IJP Road and H-9, where earthwork has already been carried out. The authority said it has again taken up the matter with the federal government to seek funds and move the project forward.

Why such projects are initiated without securing the overall funding? Unfortunately NLC hasn’t done a satisfactory job on Margalla Avenue which remains under contineous repairs for the sunken bad patches from the day one.
