The Lahore administration has announced strict safety and regulatory measures for the Basant festival scheduled from February 6 to 8, 2026, to ensure public safety and maintain law and order.
Authorities will enforce Section 144 across Lahore for all three days of the festival. The administration has imposed a complete ban on kite flying for individuals under the age of 18.
Officials will hold parents legally responsible if minors violate the ban and will register cases under the Kite Flying Ordinance 2025. The district administration has restricted kite flying to the official three-day schedule and limited it strictly to Lahore’s district boundaries.
Authorities have made registration mandatory for kite makers, string manufacturers, sellers, and kite flying associations.
Officials have also defined technical standards for kite-flying materials. They have allowed only cotton-based string and prohibited sharp manja, metallic wire, chemical-coated string, fireworks, and aerial firing.
Authorities will cancel registrations and initiate legal action against violators. To improve road safety, the administration will distribute motorcycle safety rods and wires at 100 designated camps.
Traffic authorities will restrict motorcycle movement without safety equipment and propose free rides on 23 routes during the festival. Officials confirmed that no kite flying will be allowed anywhere in the district before February 6.
