Pakistan Targets More Jobs and Student Placements in Saudi Arabia With New Policy Push

Pakistan is moving to expand job opportunities and student visas in Saudi Arabia, as the federal government has sought detailed action plans from relevant stakeholders to enhance human resource development and labor mobility under the Saudi-Pakistan Economic Cooperation Framework (SPECF).

The Ministry of Overseas Pakistanis and Human Resource Development is finalizing consolidated plans after engagement with Saudi authorities, with a strong focus on labor migration and student mobility.

All concerned bodies, including federal secretaries, regulators, technical education institutions, and professional councils, have been directed to submit action plans within their respective mandates.

The initiative aims to align Pakistan’s human capital with Saudi Arabia’s priorities under SPECF. Key measures include mutual qualification recognition agreements for in-demand professionals, reforms in the recruitment ecosystem through licensing and fee caps, compliance audits, and blacklisting of violators.

The ministry also plans to establish joint labor dispute response cells to resolve issues faced by Pakistani workers abroad.

For students, the plan includes streamlined visa processing, dedicated enrollment quotas, and single-window digital platforms integrating Pakistani and Saudi systems to simplify procedures.

Additional initiatives involve awareness campaigns, language training, bridge programs, student exchanges, apprenticeships, and pre-departure orientation. Authorities will also build alumni networks and mentorship platforms to link Pakistani graduates with employers across Saudi-Pakistan corridors.

Overall, the framework seeks long-term integration and support for both workers and students, strengthening human resource cooperation as a key pillar of Pakistan-Saudi economic ties.
