The Lahore High Court (LHC) on Thursday prohibited the Parks and Horticulture Authority (PHA) from using or renting public parks for commercial purposes.
Justice Shahid Karim issued the order while hearing petitions related to smog, environmental damage, and water management issues in the city.
The court ruled that no commercial activity can be carried out in any park without prior approval from the Environmental Commission.
It also directed authorities to restore two city parks to their original condition and develop them as model recreational spaces.
During the hearing, Justice Karim observed that industrial units are the major contributors to pollution and stressed the need for a dedicated regulatory body to monitor industries. “There should be a proper, separate unit for industries,” he remarked.
The judge emphasized that the PHA’s main responsibility is the protection and maintenance of parks, not turning them into commercial hubs. He also asked PHA officials to present any legal precedent that allows such activities.
The petitioner’s lawyer informed the court that a restaurant had been set up at Dungi Ground and another floating restaurant was being built near Jallo Park on Canal Road.
Justice Karim reminded the PHA that the court had repeatedly directed it not to establish restaurants in parks and instead focus on facilities like libraries and community spaces.
The court adjourned the hearing until January 23 for further proceedings.
