The Universal Service Fund (USF) has invited bids for the provision of Next Generation-Broadband for Sustainable Development (NG-BSD) services under a Small Lot, aiming to extend connectivity to unserved and underserved populations in selected areas.
The initiative is part of USF’s mandate to reduce the digital divide and improve access to telecommunication services in remote regions.
According to the tender notice, the bidding process is being conducted in line with the Pakistan Telecommunication (Re-organization) Act 1996 and the Universal Service Fund Rules 2006, as amended. The tender, identified as NG-BSD/PHASE-34/2026/01, covers one small lot for District Dera Ghazi Khan.
Registration for interested bidders will close on January 21, 2026, while bid submission is scheduled for February 3, 2026, by 1500 hours, with bid opening at 1530 hours on the same day.
USF will award the project through a reverse auction mechanism, under which a subsidy will be granted to the successful bidder to support the cost of providing broadband services in the identified areas. The contractual period for the project will be 10 years, and the bidding process will follow an open competitive procedure as outlined in the official bidding documents.
Eligibility to participate in the auction is limited to USF contributors. Bidders must be active taxpayers, verifiable through the Active Taxpayers List, and must possess valid National Tax Number and Sales Tax registrations. These documents are mandatory and must be included in the technical proposal.
A bid bond of Rs. 5 million is also required for participation in the small lot.
USF has stated that detailed information packages, including registration instructions, auction procedures, and service requirements, are available on its website and alongside the advertisement.
Bidding documents can be obtained from the USF office after registration and payment of a non-refundable fee of Rs. 1,000 per lot. The authority has reserved the right to reject any or all bids prior to acceptance, and bids submitted after the deadline will not be entertained.
