Punjab Announces Fines for Children Violating Kite Law

The Punjab government has announced that children found violating the Punjab Regulation of Kite Flying Ordinance-2025 will be tried under the Juvenile Justice System Act-2018.

The ordinance sets a fine of Rs. 50,000 for a first offence and Rs. 100,000 for a repeat offence. If a child is unable to pay, the fine will be recovered from their parents or guardians.

Under the law, whistle-blowers who provide credible information about violations may be awarded up to Rs. 5,000, subject to the approval of the deputy commissioner. No reward will be given if the information is already known or considered of no value.

The ordinance prohibits kite flying across the province, but allows it at designated places and on specified dates under a regulatory framework. It also requires registration of kite manufacturers, traders, sellers, and kite flying associations.

Deputy commissioners are empowered to cancel registrations in case of violations and take action against offenders.
