The Pakistan Telecommunication Authority (PTA) blocked 1,875 mobile numbers involved in fraudulent activities during the fiscal year 2024–25, according to an official PTA document.
The enforcement action was carried out through the authority’s Fraud Management Module as part of efforts to counter telecom fraud, prevent misuse of mobile services, and protect consumers across the country.
The document shows that the action extended beyond mobile numbers. During the same period, PTA blocked 1,604 mobile handsets by their IMEIs. In addition, 69 CNICs linked to repeat offenders were blacklisted, while 6,014 warnings were issued to subscribers found involved in suspicious or potentially fraudulent activities under the regulatory framework.
PTA stated that the Fraud Management Module operates under the Protection from Spam, Unsolicited, Fraudulent and Obnoxious Communication Regulations, 2020. The system uses a data-driven enforcement mechanism to detect misuse, deter fraudulent practices, and maintain integrity in the telecom market.
Launched in February 2021, the Fraud Management Module has evolved into a mature and widely used framework. PTA officials noted that it works alongside other consumer protection systems, including the Device Identification Registration and Blocking System (DIRBS) and the Lawful Subscriber Data System (LSDS), to strengthen Pakistan’s ability to prevent telecom fraud and safeguard users.
The document also highlights the role of the Consumer Support Center (CSC) as a centralized platform for telecom users. During FY 2024–25, the CSC handled 512,163 calls between July 2024 and June 2025 through its toll-free helpline (0800-55055). This averages 42,680 calls per month, providing assistance related to telecom services, DIRBS, device blocking, and unlawful content issues.
