Zong has again emerged as the top-performing mobile network in Pakistan in terms of User Experience, according to the Pakistan Telecommunication Authority’s (PTA) independent Quality of Service (QoS) survey for the 4th quarter of 2025.
The assessment covers a 90-day period from October 1 to December 29, 2025, and is based on more than 1.25 billion samples collected across 161 districts of the country.
The report evaluates real-world user experience across multiple categories, including Download Speed, Upload Speed, Video Experience, Games Experience, and Time on Network.
At the national level, the average Download Speed Experience across all devices was 18.60 Mbps, while high-end devices recorded an average of 30.80 Mbps.
In operator rankings for Download Speed, Zong secured 1st position with 18.24 Mbps, followed by Jazz in 2nd place with 17.58 Mbps, Ufone in 3rd with 12.18 Mbps, and Telenor in 4th with 6.55 Mbps.
For Upload Speed Experience, the national average stood at 5.59 Mbps. Zong ranked 1st with 7.09 Mbps, Jazz secured 2nd with 6.42 Mbps, Ufone placed 3rd with 3.88 Mbps, and Telenor ranked 4th with 2.27 Mbps.
These figures reflect the average real-world upload speeds experienced by users across Pakistan’s mobile data networks.
In the Video Experience category, measured on a 0–100 scale, Jazz achieved 1st position with a score of 46.52, followed by Zong in 2nd with 46.21, Ufone in 3rd with 42.56, and Telenor in 4th with 34.93.
In Games Experience, also measured on a 0–100 scale, Ufone led with 47.94, followed by Zong in 2nd with 42.56, Jazz in 3rd with 39.25, and Telenor in 4th with 37.26.
In the Time on Network category, which measures the proportion of time users remain connected to a mobile data network, Zong secured 1st position with 96.47%, Jazz ranked 2nd with 92.89%, Ufone placed 3rd with 92.55%, and Telenor stood 4th with 91.55%. The national average Time on Network was 93.64%.
The report also provides detailed results for ten major cities, highlighting variations in operator performance across urban centers. PTA emphasized that the benchmarking reflects end-to-end user experience, rather than just network-level quality of service, providing a comparative overview of mobile network performance in Pakistan.
The survey comprised approximately 46,000 Voice Calls and SMS, while 0.33 million samples were checked to measure the broadband performance of CMOs.
The results show that most providers met key performance indicators such as network availability, jitter, and latency for both local and international segments.
However, high bandwidth usage during peak hours led to slower internet speeds and service congestion in multiple areas.
