Govt Affordable Housing Scheme Faces Delay Over Funding Issues

The government’s flagship affordable housing initiative, Apni Chhat Apna Ghar Scheme, has faced delays after failing to secure a Rs25 billion loan linked to the project’s progress.

According to official documents, funding from the World Bank amounting to $90 million could not be released due to the failure to meet key targets, raising concerns about the performance of the housing program.

Targets Not Achieved Under DLR System

The documents reveal that the $44 million expected in 2024 under the Disbursement Linked Results (DLR) system has not yet been released.

Additionally, another $52 million remains pending for the current fiscal year, further slowing the project’s progress.

Land and Environmental Approvals Causing Delays

Officials say the project has been affected by several hurdles, including a lack of available land and delays in environmental approvals, which have slowed the implementation of housing initiatives.

These issues have significantly impacted the pace of development for the scheme aimed at providing affordable housing to low-income families.

Institutional Capacity Challenges

The documents also highlight the limited institutional capacity of the Khyber Pakhtunkhwa Housing Authority (PHA-PHTA), which has been identified as a major obstacle in the timely completion of the project.

Experts say improving administrative efficiency and ensuring timely approvals will be critical for the successful implementation of the program.

The scheme was launched as part of the government’s broader effort to address the housing shortage and provide affordable homes to citizens across the province.
