Govt to Put Limits on How Much Petrol a Private Car Owner Can Buy

The federal government has decided to introduce a nationwide digital fuel management system at petrol pumps, under which citizens may be assigned fixed petrol quotas for their private vehicles.

Official sources told ProPakistani that once the policy is formally approved, individuals will not be allowed to purchase petrol beyond their allocated quota limit.

Preparations for implementing the system are nearing completion.

The Ministry of Information Technology has finalized testing of mobile devices that will be deployed at fuel stations across the country. Documents indicate that the National Information Technology Board (NITB) has verified the mobile handsets to be provided to oil marketing companies, while testing of the fuel management application installed on these devices has also been completed.

Officials said the Ministry of IT has submitted the project summary to the Cabinet Division. The Secretary for IT and Telecommunication has formally written to the Cabinet Division, requesting further approval and coordination.

The ministry has also asked the Oil and Gas Regulatory Authority (OGRA) to issue directives to oil marketing companies regarding the procurement of the required mobile devices for operational rollout.

Only mobile phones approved by both NITB and the Pakistan Telecommunication Authority (PTA) will be used under the system. Each device, estimated to cost around Rs. 36,000, will enable digital monitoring of fuel sales at petrol pumps nationwide.

The cost of supplying these devices will be borne by oil marketing companies. NITB will procure the handsets and distribute them after payment processing through OGRA.

Under the implementation framework, oil marketing companies will distribute the approved devices to fuel stations across Pakistan. Officials say key groundwork (including device verification, application testing, and operational evaluation) has already been completed.

The petrol quota mechanism will operate through a dedicated mobile application developed under the Pakistan Digital Authority initiative.

  • Government should deregulate the fuel sector. Let the companies import and sell fuel so that there is healthy competition and prices are competitive. This is not for governments to handle. Secondly, regulating sale to private vehicle is challengable in court as this is our constutional right.
