Punjab Approves Special Motorcycle Permit for Teenagers

The Government of Punjab has approved a new policy introducing a special motorcycle permit system for teenagers aged between 16 and 18 years, allowing them to legally ride motorcycles under a restricted authorization framework.

The decision was approved during a provincial cabinet meeting in which amendments to transport and licensing laws were formally cleared.

Under the revised policy, adolescents in the 16–18 age group will no longer require a full driving license to operate motorcycles.

Instead, they will be issued special juvenile motorcycle permits under specific conditions outlined in the amended regulations.

According to official details, the Punjab Home Department proposed amendments to Section 4 of the Punjab Motor Vehicle Ordinance 1965 related to juvenile driving permits.

The changes have now been incorporated into the Punjab Motor Vehicle (Amendment) Act 2026.

The updated framework also includes revisions to the Punjab Motor Vehicle Rules 1969 to align administrative procedures with the newly introduced permit category.

Officials said the initiative is aimed at regulating underage motorcycle riders, improving road discipline, and promoting safer driving practices while addressing the transportation needs of students and young commuters who frequently rely on motorcycles.

A spokesperson for the Punjab government said the policy seeks to balance public safety concerns with the practical mobility requirements of school and college students.

Authorities added that implementation of the new permit system will begin after completion of procedural and regulatory formalities by the transport and licensing departments.
