UAE Launches Major Work Permit Reforms

The United Arab Emirates (UAE) has launched a new phase of reforms to simplify work permit services, reduce administrative requirements, and expand digital access as part of its efforts to enhance customer experience and improve labor market efficiency.

The initiative was announced by the UAE Ministry of Human Resources and Emiratization (MoHRE), which said the changes are aimed at accelerating transaction processing, improving service delivery, and strengthening the competitiveness of the country’s labor market.

Public Consultation

As part of the reform process, MoHRE has opened an electronic public consultation period that will remain active until July 30. The ministry is inviting employers, workers, and members of the public to submit feedback and suggestions on existing work permit services and proposed improvements.

According to the ministry, the consultation will help shape future enhancements, particularly in redesigning work permit issuance procedures and reducing administrative requirements.

Simplified Procedures

The ministry said the expected outcome of the consultation is the approval of updated work permit procedures aligned with the UAE’s strategy of simplifying government services and expanding digital service channels.

The reforms are expected to:

• Speed up transaction processing
• Improve customer satisfaction
• Increase compliance with labor laws
• Enhance labor market efficiency and sustainability

Government Bureaucracy Program

The latest measures build on MoHRE’s recent overhaul of work permit services under the Zero Government Bureaucracy Program.

Under the initiative:

• Supporting document requirements were eliminated by 100 percent.
• Mandatory data fields for certain permits were reduced by approximately 75 to 97 percent.
• Processing times were significantly shortened.

Officials said the changes are designed to make government services more efficient while reducing burdens on employers and workers.

Work Permit Services

MoHRE has made all work permit services accessible through its unified digital platforms, allowing employers and applicants to submit requests and complete procedures online.

The ministry said the digital transformation supports seamless service delivery while contributing to a more business-friendly environment.

Types of Work Permits

The ministry currently issues 13 categories of work permits for establishments registered with MoHRE, depending on the nature of employment.

Recruitment and Employment Permits

• Work Permit for Recruitment from Outside the UAE – Valid for two years and issued under approved regulations.
• Transfer Work Permit – Allows employers to hire workers already residing in the UAE after the end of a previous employment relationship.

Family-Sponsored and Temporary Work Permits

• Work Permit for Individuals Sponsored by Their Families – Enables family-sponsored residents to work in the UAE.
• Temporary Work Permit – Allows workers to perform temporary assignments for another employer before returning to their original job.
• Mission Work Permit – Issued for temporary assignments or project-based work with a fixed duration.

Part-Time and Freelance Work Permits

• Part-Time Work Permit – Allows eligible workers to work for more than one employer simultaneously under specific conditions.
• Freelance Work Permit – Enables self-sponsored foreign residents to work independently without employer sponsorship.

Permits for Students and Young Workers

• Juvenile Work Permit – Available for individuals aged 15 to 18 years under regulated conditions.
• Student Training and Employment Permit – Allows students aged 15 and above to receive training or employment opportunities.

MoHRE said the reforms reflect its commitment to providing flexible, integrated, and customer-focused government services that support private-sector growth, protect workers’ rights, and contribute to a modern and competitive labor market.

The ministry added that the initiative aligns with the UAE’s broader vision for sustainable development, economic diversification, and an advanced business environment.
