The Sindh government has decided to digitalize its scholarship system and review seats at existing universities to create more opportunities for deserving students within the available resources.
The directives were issued by Sindh Secretary for College Education Nadeem Memon while chairing a meeting of the Executive Committee of the Board of Trustees of the Sindh Educational Endowment Fund (SEEF) Trust.
The meeting approved several key reforms, including the preparation of an investment policy, the appointment of a third-party audit firm, the development of a Smart Portal for scholarship management, the inclusion of new educational institutions, and the rationalization of scholarship seats at existing universities.
The committee approved the formation of a panel of financial experts to prepare a draft investment policy for the Trust.
Memon directed that investment decisions should focus on maximizing returns on the Trust’s funds while fully complying with applicable laws, government policies, by-laws, and regulatory requirements.
The meeting also approved, in principle, the appointment of a third-party audit firm for a two-year term starting from the 2025-26 financial year. The secretary directed that the procurement process must be carried out strictly under the Sindh Public Procurement Regulatory Authority rules through an open Notice Inviting Tender.
He further said that the contract should be awarded to the lowest evaluated responsive bidder after the completion of all legal and procedural requirements.
Officials were also directed to begin work on the Smart Portal to bring the scholarship system online. Memon instructed them to finalize the proposal and submit it to the Board of Trustees for approval so the portal can be implemented next year.
The committee also reviewed applications from new universities and educational institutions seeking inclusion in the Trust panel.
During the discussion on rationalizing scholarship seats, the committee reviewed the Trust’s financial position and expenditure pattern. Memon formed a separate committee to submit recommendations within a week.
He stressed the need to maintain financial discipline, avoid unnecessary losses, and ensure the effective use of available resources.
Memon also directed officials to review institutions with higher financial implications so that more deserving students can benefit from scholarship opportunities.
