The Federal Government Employees Housing Authority (FGEHA) has decided to readjust plot quotas in Islamabad’s F-14 and F-15 sectors after discovering that judges were allotted more plots than their approved share.
The authority will also redistribute more than 1,000 plots in the delayed Sky Gardens Housing Scheme near Bhara Kahu to accommodate applicants waiting under other quotas.
According to officials, 25 one-kanal (Category-I) plots allotted to judges in F-14 and F-15 during 2016-17 will be readjusted to restore the approved quota distribution. The move is aimed at accommodating officers of the Islamabad Capital Territory (ICT) administration and other professional groups whose quotas were previously used for allotments to judges.
Sources said the issue emerged after FGEHA revised the layout plan for F-14 and F-15 in 2021. While the original 2016 layout contained 7,201 plots, the revised plan reduced the number to 6,800, resulting in certain quotas exceeding their approved allocations.
Officials said judges were originally allocated 16 Category-I plots, but 40 plots were ultimately allotted to them. Meanwhile, the ICT administration was entitled to 16 one-kanal plots but received only one. Five plots reserved for district court employees and 10 reserved for the Islamabad Bar Association also remained unutilised.
The ICT administration has since approached FGEHA, seeking allotment of plots under its approved quota. Authorities have reportedly received 22 recommendations from the administration, prompting the need for a fresh adjustment of available plots.
FGEHA officials said the authority’s executive board has already approved the swapping and readjustment of the 25 Category-I plots in sectors F-14 and F-15 where no eligible applicants are available under certain quotas.
In a separate decision, FGEHA will also readjust 1,085 plots in the Sky Gardens Scheme near Bhara Kahu.
The housing scheme contains 4,255 plots, of which 2,452 have already been allotted. Officials said several quota categories have few or no eligible applicants, while others have a large number of pending applicants.
To address the imbalance, the authority will redistribute the 1,085 plots among other eligible quota categories on a proportionate basis. Any remaining plots after the adjustment will be allocated under the serving federal government employees’ quota where applicable.
The Sky Gardens project was launched as a joint venture between FGEHA and M/s Commoners Sky Gardens under a land-sharing agreement signed in October 2019. The project spans up to 11,000 kanals near Bhara Kahu and includes plans for 5,754 residential plots.
However, despite being launched several years ago, physical development of the scheme remains below 50%, with the project facing significant delays.
Officials said the executive board’s approval has now been received, and the authority is preparing to begin the quota readjustment process.
