CDA Gives Illegal Housing Scheme Another Chance After Rs. 7 Lac Fine

The Capital Development Authority (CDA) has de-sealed the office of the unauthorized housing scheme Shaheen Town Phase-IV in Islamabad after the sponsor paid a penalty of Rs. 736,000, submitted an affidavit, and agreed to comply with a series of conditions imposed by the authority.

According to an order issued by the Directorate of Regional Planning, the scheme had been carrying out unauthorized development and construction activities without CDA approval.

The authority had earlier served notices directing the sponsors to stop illegal activities, remove unauthorized structures, and comply within 15 days, warning of sealing, demolition, and legal action in case of non-compliance.

After the sponsors failed to respond to the show-cause notice within the prescribed period, the CDA sealed the scheme’s office on May 4, 2026. Sponsor Raja Zulqamain Haider later requested the office be de-sealed, stating that the premises were being used as his personal office for political and social activities rather than for the housing scheme.

In an affidavit submitted to the CDA, the sponsor acknowledged the notice regarding the unauthorized development and undertook to submit the proposed layout plan along with all required documents and fees within 30 days. He also pledged not to carry out any development, marketing, sale, or purchase of plots until the scheme obtains the required approvals and agreed to comply with all applicable CDA regulations.

After reviewing the undertaking and confirming payment of the prescribed penalty, the CDA approved the de-sealing of the office subject to strict conditions.

The authority directed that the premises must not be used for the advertisement, marketing, sale, or purchase of any illegal housing scheme, including Shaheen Town Phase-IV.

The CDA warned that if any unauthorized development or marketing activity is detected in the future, the office may be sealed again and further legal action, including demolition of illegal structures, may be initiated.
