Mandi, Bahauddin, Panu, Aqal are not 4 cities as mentioned in above post. Mandi Bahauddin is one city, and Panu Aqal is another city.
Why not rawalpindi if they can offer it for a big city like lahore and i think other companies would soon jump into these competion otherwise zong could take away their coustomers through MNP

Basic concept of LBC (Location based charging) is to introduce subsidized charging on individual cell sites (or collection of cell sites making an LBC city)
The reason Zong chose these sites would be on the basis of Low Network traffic in these areas. Meaning that Zong has coverage in these areas but Not a significant percentage of subscribers use Zong.
Hence, Zong has offered subsidized rate in areas/cities of low Network traffic to revitalize increased usage (in case of existing customers)
New sales (in case of new customers)
& churn from other networks on Zong
Offering the same rate throughout the country is damaging in terms of potential revenue generation.
Telenor also soft launched this service back in 2008 in select cities (Sukkur, RYK) but it dind’t wwork that well. Important aspect of Telenor’s approach was that the subsidized rate was applicable for all subscribers falling in the coverage areas of LBC sites, hence no subscription was required. It was very intelligently promoted through cell info display as well. But it didn’t turn out to be a big success & was shelved. Lets see if Zong makes it work. All the best to Zong!
