Immigration, Refugees, and Citizenship Canada (IRCC) has introduced new regulations impacting international students who seek to work in Canada after graduation.
Eligibility Changes for Post-Graduation Work Permit (PGWP) Beginning November 1, updated criteria for the PGWP will apply, focusing on programs that meet Canada’s labor market demands. Only graduates from designated programs in priority fields will now qualify for a work permit. These fields include:
Agriculture and Agri-Food
Healthcare
Science, Technology, Engineering, and Mathematics (STEM)
Trade and Transport
This shift reflects Canada’s focus on channeling talent into sectors crucial for economic growth. IRCC states that students “must graduate in an eligible field of study” to qualify for the PGWP.
Mandatory Language Requirements Along with program restrictions, students applying for study permits on or after November 1 must meet minimum language proficiency standards in French or English, ensuring they possess essential language skills for successful integration into Canada’s workforce.
List of Approved Programs To guide students, IRCC has published a list of 966 eligible programs across these fields, helping prospective applicants determine if their chosen program qualifies under the new regulations.
Rules for Current and Future Students The updated criteria affect only students who apply for a study permit on or after November 1, 2024. Those who applied before this date are subject to previous requirements, though they must still meet the updated language standards.
Applications on or after November 1, 2023: Must adhere to the new field of study and language requirements.
Applications before November 1, 2023: Follow previous eligibility rules but must meet the new language standards.
Aligning Immigration with Labour Market Needs These changes reflect IRCC’s broader strategy to align immigration with Canada’s economic priorities, ensuring the system is managed sustainably. Marc Miller, Canada’s Minister of Immigration, emphasizes that Canada’s immigration system must balance integrity and sustainability, setting newcomers up for success while supporting the country’s labor market.
Implications for International Students The new regulations require international students to carefully select programs that meet these criteria, encouraging a focus on sectors vital to Canada’s economy.
PGWP Eligibility: Only graduates from approved programs are eligible.
Language Requirement: Minimum standards in English or French are mandatory.
Exemptions for Existing Applications: Students who applied before November 1 are exempt from new field-of-study rules but must meet the new language standards.
Focus on Essential Sectors: Canada prioritizes fields like agriculture, healthcare, STEM, and trades to support economic growth.
These updates aim to strategically direct talent to fields that align with Canada’s immigration and labour market goals while maintaining program integrity.
