The Rawalpindi Revenue Department has submitted a proposal to the Punjab government for the creation of five new tehsils within the Rawalpindi Division, citing it as a pressing need to address administrative and service delivery challenges.
Proposed Timeline and Distribution
The proposal, intended for implementation in the fiscal year 2025-26, includes:
- Two new tehsils in Rawalpindi District
- One new tehsil each in Attock, Jhelum, and Chakwal districts
This proposal follows a Punjab government circular issued three months ago to deputy commissioners in all 42 districts, seeking feasibility reports for additional tehsils. Most districts reported a need for at least one or two new tehsils, prompting the government to advance plans for expansions.
Rawalpindi District’s Case for Expansion
The Deputy Commissioner of Rawalpindi, in correspondence with the Senior Member of the Board of Revenue, stressed the necessity for two additional tehsils in the district. He highlighted that Rawalpindi’s current size and population make it difficult to deliver basic services efficiently.
Currently, Rawalpindi District consists of seven tehsils:
- Rawalpindi
- Kahuta
- Kallar Syedan
- Gujar Khan
- Taxila
- Saddar
- Cantonment
Adding two more tehsils would bring the total to nine. Historically, the district also included Murree and Kotli Sattian tehsils, which were reassigned to Murree District when it became a separate administrative unit.
Potential Benefits of New Tehsils
The establishment of new tehsils aims to:
- Decentralise administration and reduce bureaucratic bottlenecks.
- Improve access to essential services like healthcare, education, and legal assistance, especially in remote or densely populated areas.
- Address challenges caused by urbanization and population growth in the region.
- Ensure better resource allocation and governance at the local level.

In addition to the small expansions, the Punjab government is considering creating at least two new districts to further enhance administrative efficiency. The move is expected to streamline service delivery and promote balanced development across the Rawalpindi Division.
