The Pakistan Telecommunication Authority (PTA) has initiated the registration process for Virtual Private Network (VPN) service providers.
However, the authority has yet to receive any applications from companies offering VPN services. Sources told ProPakistani that while the process commenced on December 19, providers are still assessing the registration requirements. Applications are expected to start arriving within the next two to four weeks.
Under the new framework, VPN service providers will be registered through a Class License for Data Services, enabling local registration. This license will also mandate providers to establish data centers within Pakistan. According to PTA officials, the licensing process is designed to monitor and regulate VPN providers while ensuring compliance with Pakistan’s data protection laws.
Sources reveal that companies will be required to pay a licensing to ranging from Rs. 200,000 to Rs. 400,000. The decision to regulate VPN services was made after consultations with relevant stakeholders, aiming to address issues related to unregistered VPNs. Only licensed proxies provided by registered companies will be allowed, with all others deemed unregistered and subject to blocking.
According to PTA officials, this move is part of a broader strategy to enhance cybersecurity and resolve monitoring capabilities. With access to user data and browsing history, the authority aims to better identify and track cyberattacks. This initiative is also expected to resolve long-standing challenges posed by unregulated VPN usage, providing a structured approach to the sector’s growth.
