FBR Uncovers Rs. 231 Million Property Tax Scam in Faisalabad

The Federal Board of Revenue (FBR) has uncovered financial irregularities totaling Rs. 231.82 million in property registration and transfer processes in Faisalabad District. The findings emerged after a two-month audit of records maintained by sub-registrars.

In response, the deputy commissioner formed a five-member inquiry panel, led by the additional deputy commissioner for finance and planning, to determine responsibility and submit a report within seven days.

The FBR’s Inland Revenue Withholding Zone Commissioner alerted the deputy commissioner on December 22, 2024, about discrepancies found during an audit of electronic property registries processed between July 1 and August 31, 2024.

Information was sourced from the Punjab Land Record Authority, and the review showed non-compliance with tax laws under Sections 236C and 236K of the Finance Act 2024.

As a result, Rs. 231.82 million in taxes went uncollected across 1,844 transactions in several tehsils. Faisalabad Saddar recorded the highest loss at Rs. 85.14 million, followed by Urban-1 and Urban-2 at Rs. 62.27 million. Other affected areas included Jaranwala, Samundari, Tandianwala, and Chak Jhumra.

Despite notices issued on October 2, 2024, sub-registrars failed to recover the defaulted amounts. Meanwhile, a previous Rs. 393 million scam involving property tax fees has prompted broader investigations into tax fraud across multiple districts.
