E-Challan Challenged in Lahore High Court

A petition challenging the legality of issuing e-challans through Chief City cameras has been filed in the Lahore High Court.

The petition was filed by Falak Sher, a citizen, through his lawyer, Advocate Mazhar Ameen Chadhar.

Objection Raised by Registrar’s Office

However, the Registrar’s Office has raised an objection regarding the maintainability of the petition.

According to the office, the petitioner did not attach a certified copy of the intra-court appeal filed previously by the Punjab government concerning the e-challan system.

Petitioner’s Arguments

In the petition, Falak Sher named several respondents, including the Punjab government, Home Secretary, and IG Punjab, as well as others involved in the implementation of the e-challan system.

The petitioner argues that the current e-challan system does not grant citizens the right to a fair trial. He claims that issuing fines without providing an opportunity for the affected individual to present their side of the story constitutes a violation of justice and is in direct contradiction with both constitutional rights and the law.

The Lahore High Court is expected to review the maintainability of the petition and determine the next steps in this legal challenge against the e-challan system. The case raises significant questions about citizens’ rights, due process, and the application of technology in administrative justice.

  • Excellent!! very good unlike Camera challan on motorway where driver not only informed but can be shown the picture or video of wrong driving whether overspeed, change of lane, or over taking, which is not the case in city police cameras. Just a picture randomly taken by somebody without warning an injection of 500 rupees injected to a driver, who even don’t know when it happened.
    One can educate public by other means then why by heavy fines?
    Educating public by heavy fines is not the right approach.
    Where as wrong reverse side drivers can be seen any time at PECO road, no camera take picture of them nor the standing duty officers fine them.

  • The biggest issue with this system is anyone can use duplicate number plates and fine will be impose on other person without any investigation wasting people time and money.
    My colleague car number being displayed by another car and he had to pay 60+ fine in Lahore where he never went for 6 months. Authorities refused to listen and even misbehaved.

  • E chalan is a way to harrasment to public, people are taken by surprise when a policeman comes out from hiding suddenly,and chalan people,mostly motor cycles,and they earn commission through this method,there is no fair trial ,no due process of law, people are afro d when they get out to work or emergency work

  • In presence of manual physical challan system, how another system like e-challan came into effect. Seemingly the lawmakers have gone out of their senses and need only to snatch money under the cover of authority. Instead of providing easiness and maintaining law, they only want to curb people by any means. Either abolish e-challan or the present manual system.

  • I can’t believe this. Finally a good step by punjab government and people are challenging it.

    This system should go on and be enforced upon every person on the road.

    A fine when given is always for a legitimate reason. There may be lapses, but it will improve with time.

    We should support them.

    The problem is that we are so used to doing the wrong, it is difficult for us to accept such changes.

    It is only for the betterment of the country and its people.
