The Capital Development Authority (CDA), backed by the Islamabad administration and police, has launched a major operation targeting illegal constructions in housing societies across the capital.
In the first phase of the crackdown, around 30 shops and residential units were sealed in the Pak PWD Employees Cooperative Housing Society, located in Lohi Bher Zone-V.
The move comes amid long-standing violations in the area, where parks and playgrounds were reportedly turned into multi-storey commercial plazas—clearly breaching the approved layout plan.
The action was taken on the directives of Interior Minister Syed Mohsin Raza Naqvi and Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa.
According to the CDA, the drive is part of a wider effort to enforce building regulations under the CDA Ordinance, 1960, and the updated Building Control Regulations, 2020 (amended in 2023).
Officials stated that sealed units lacked approved building plans, were being used commercially without authorization, and had not obtained completion certificates or paid required penalties.
The CDA has warned that stricter action will follow against repeat violators. Residents and developers have been urged to seek proper approvals before starting any construction activity in the Islamabad Capital Territory (ICT).

Where CDA was sleeping when these construction work was conducted. It doesn’t go overnight but might have taken several months. If CDA needs to make someone accountable that should be the owners of the society and not the investors or end users.
Agreed with you sir, CDA officials receive total benefit from each new illegal housing society be it emerges on water of Korang right after the gates of Rawal dam and later shed the tears of crocodile about encroachments Hereafter, they again earn billion of RS before if/ any action is taken.

Also check in PHA apartments in G-11/4 where extra rooms made on ground and roofs, could be dangerous and clearly against the building by laws and harmful for building structure. Keep in mind the entire area is under PHA/CDA land where occupants are making illegal sheds (for car parking/ storage). Public area for the residents used and encroached and huge green area for garden behind the clusters grabbed by different residents. This ruined the entire society landscape and beauty. The property owned or rented is under the authority rules and regulations where clearly mentioned that you are the owner of your apartment and the common area like stairs. But some of them thinking that they owned the extra land too. Kindly took precautionary measures to avoid any mishap regarding building structure and the entire society land.

It is heartening to know in chaos of unplanned urban sprawl and ecologically unhealthy city development someone has noticed and initiated action for sustainability. Kudos to Chairman CDA.
