Grade-18 Officer Absent for 12 Years Dismissed by Govt

The federal government has dismissed a Grade-18 officer of the Office Management Group after he remained absent from duty for more than 12 years.

According to a notification issued by the Establishment Division, the officer has been removed from service following disciplinary proceedings under the Civil Servants (Performance and Discipline) Rules, 2020.

Action was taken under Rule 7(f) and Rule 4(3)(c) after a show-cause notice was served to him on June 4, 2025. The officer was absent from May 10, 2013, to June 8, 2023, and again from September 26, 2023, to June 17, 2025.

This entire period has now been converted into Ex-Pakistan Leave Without Pay under the amended Leave Rules, 1980.

Officials said the officer had initially been dismissed on October 7, 2019. However, the Federal Service Tribunal reinstated him on November 8, 2022, on technical grounds, directing the Establishment Division to initiate a fresh inquiry.

The officer was reinstated on September 26, 2023, but failed to join duty.

Despite repeated opportunities, the officer did not report back. A fresh show-cause notice was served, and disciplinary action concluded with his final dismissal on June 18, 2025.

The notification adds that the officer retains the right to appeal to the Appellate Authority within 30 days under the Civil Servants (Appeal) Rules, 1977.
