The Civil Aviation Administration of China (CAAC) has issued a new regulation prohibiting passengers from carrying power banks without a valid 3C certification on domestic flights. The directive, which takes effect today, also applies to power banks with unclear 3C labels or those that have been subject to product recalls.
The 3C (China Compulsory Certification) mark is a mandatory safety and quality standard required for a range of electronic products in China. Devices lacking this certification—or those manufactured by companies under recall—are no longer permitted in carry-on luggage on domestic flights.
The policy follows a series of safety incidents involving lithium battery products onboard aircraft. Authorities noted a rise in cases of fire and smoke caused by faulty power banks this year. In response, several manufacturers issued recalls for multiple batches, citing defects in battery cells that could pose fire hazards.
China’s top market watchdog, the State Administration for Market Regulation, has also revoked or suspended 3C certifications for a number of power bank and battery manufacturers. The CAAC said the presence of substandard products has created heightened safety risks for civil aviation operations.
The CAAC stated that the new restrictions are in line with international best practices outlined in the Technical Instructions for the Safe Transport of Dangerous Goods by Air. The agency emphasized the need for stricter oversight of portable electronic devices carried by passengers.
Airlines and airport authorities have been instructed to strengthen communication with passengers, reinforce inspection protocols, and enhance emergency response planning. Airports are expected to display safety notices through digital screens, public announcements, and signage at key locations such as check-in counters and security checkpoints.
The CAAC urged airlines to educate travelers on the new requirements and discourage the use of uncertified devices. Passengers are advised to verify that their power banks carry a valid and visible 3C certification mark before packing them for travel.
