Germany Plans to Nearly Triple Defense Spending to $175 Billion

Germany is going through a major shift in its approach to defense, with the government prioritizing innovation, startup engagement, and AI integration in response to growing geopolitical uncertainty and the war in Ukraine.

From Reluctance to Reinvention

Long shaped by its postwar pacifism and U.S. security guarantees, Germany maintained a limited defense sector. That stance is changing. Chancellor Friedrich Merz’s administration now plans to nearly triple annual defense spending to $175 billion by 2029 and meet NATO’s 3.5% of GDP target ahead of most allies.

Startups Take Centre Stage

Munich-based Helsing, now Europe’s most valuable defense startup with a $12 billion valuation is at the forefront. Co-founder Gundbert Scherf said the continent is experiencing a shift comparable to the Manhattan Project, with a surge in defense tech spending and strategic urgency.

Germany is promoting a defense ecosystem that pairs traditional contractors like Rheinmetall (RHMG.DE) and Hensoldt (HAGG.DE) with smaller firms offering AI-powered drones, unmanned submarines, and bio-robots. Companies like ARX Robotics and Swarm Biotactics are developing battlefield-ready technologies once thought to be science fiction.

Regulatory Overhaul

To support these efforts, the German cabinet has approved a draft procurement law to reduce red tape, allow advance payments to startups, and limit tenders to EU-based companies. The defense ministry is also speeding up procurement processes and backing innovation through agencies like the Cyber Innovation Hub.

With exports under pressure and growth stagnant, Berlin is betting on military research to spark technological innovation and industrial revitalization.

According to Aviation Week, Europe’s top 19 defense spenders are set to surpass the U.S. in procurement this year. While Washington retains an edge in advanced capabilities, EU governments are determined to foster homegrown champions as U.S. commitments to NATO appear less certain.
