Lahore is Getting a Pedestrian-Friendly Zone for Rs. 2.45 Billion

One of the busiest and most congested parts of Lahore, Neela Gumbad, is set for a complete makeover under a Rs. 2.45 billion redevelopment project aimed at easing traffic, resolving parking issues, and reviving the area’s historical value.

Located near King Edward Medical College, Punjab University, Anarkali Bazaar, Bicycle Market, Tyre Market, and Bank Square, Neela Gumbad also holds cultural significance as the site of the shrine of Sufi saint Sheikh Abdul Razzak Maki. Built in 1673 during Emperor Aurangzeb’s reign, the shrine’s blue dome remains a prominent landmark.

Over centuries, the site has served multiple purposes—from a mosque and garden to a weapons depot in the Sikh era and later a cafeteria during British rule.

Despite its history, the area has long been plagued by traffic gridlocks, vehicle theft, encroachments, and a lack of parking facilities. To address these challenges, the Traffic Engineering and Planning Agency (TEPA) has launched an ambitious plan modeled after European urban designs.

According to Chief Engineer TEPA Iqrar Hussain, the project will be developed over 16 kanals and includes the demolition of 62 shops and nine houses to make way for three underground basements. Two levels will be dedicated to vehicle parking, while the first will accommodate the relocated shops. The facility will provide space for 374 cars and 790 motorcycles in total.

Hussain said the redesigned zone will feature pedestrian walkways, modern parking management systems, CCTV surveillance, public restrooms, elevators, and an advanced firefighting setup. The project also involves replanting 29 trees, relocating utility services, and constructing RCC frame structures with a robust drainage and pumping system.

“The PC-1 has already been approved, with Rs300 million released, while the remaining funds are being processed,” Hussain noted. The redevelopment is expected to take 18 months.

Detailed plans reveal that the first basement will house 69 shops along with parking for 58 cars and 280 motorcycles. Each of the two lower basements will accommodate 158 cars and 255 motorcycles. Two elevators with a capacity of 16 people each and multiple staircases will also be installed.

Officials believe the project will not only resolve long-standing congestion and parking issues but will also restore Neela Gumbad’s historical and cultural prominence. Once completed, the site is expected to become Lahore’s first fully walk-friendly zone and a new attraction for both residents and tourists.
