CDA Issues Notice to Illegal Housing Scheme in Islamabad

The Capital Development Authority (CDA) has issued a show-cause notice to an illegal housing scheme, Nilore Homes, located in Zone IV of Islamabad.

The notice, issued by Director Regional Planning Ejaz Ul Hassan under Sections 49-C and 46-B of the CDA Ordinance 1960, calls for the demolition and removal of unauthorized structures and the immediate cessation of land use in violation of CDA regulations.

According to the CDA, a recent site inspection revealed that development work and building construction were being carried out by the scheme’s sponsor without obtaining the necessary approvals. The authority stated that this activity violates the CDA Ordinance 1960, the Islamabad Capital Territory (ICT) Zoning Regulations 1992, and the ICT Building Control Regulations 2020.

The show cause notice directs the sponsor to demolish or remove all illegal works, structures, and buildings within 15 days of issuance. The CDA warned that failure to comply with the order would result in forcible action, including the use of police assistance to remove illegal structures, and recovery of all costs incurred during the operation from the scheme’s sponsor.

Public notices were previously published in national dailies on multiple occasions between 2014 and 2025, advising sponsors of unauthorized housing and farm schemes in Islamabad to regularize their projects by submitting layout plans for CDA’s approval. Despite repeated reminders, the authority noted that no response or application had been received from the Nilore Valley scheme.

The CDA reiterated its stance that unauthorized development in Zone IV and other restricted areas will not be tolerated. Strict enforcement actions are planned against all illegal housing and farm schemes operating without proper approval, in an effort to protect Islamabad’s planned development framework and environmental sustainability.
