In a major step toward controlling smog and improving air quality, Islamabad authorities have decided to make carbon emission testing for all vehicles mandatory through certified laboratories.
The decision aims to curb pollution in the federal capital by regulating vehicular emissions, while also shifting brick kilns and industries to modern, eco-friendly technologies. Additionally, officials have imposed a complete ban on open burning of garbage, with strict legal action planned against violators.
These measures were approved during a meeting chaired by CDA Chairman and Islamabad Chief Commissioner Muhammad Ali Randhawa on Tuesday at the CDA Headquarters. Chairman Randhawa directed all departments to implement a comprehensive strategy with strict adherence to standard operating procedures (SOPs).
Officials informed the meeting that several steps have already been taken to reduce emissions from vehicles, brick kilns, and industries. Brick kilns violating environmental laws and refusing to adopt cleaner technology are being demolished under existing regulations.
Randhawa instructed authorities to ensure all kilns and industries switch to modern, environment-friendly systems. He also ordered strict enforcement of the ban on garbage burning and directed regular water sprinkling at construction sites to control dust pollution.
Environmental expert Rizwan Mehmood suggested prioritizing tree species that help absorb pollutants and enhance air quality. He also called for community awareness campaigns and encouraged carpooling to further reduce vehicular emissions.

What is this
While it’s good to test vehicles, the testing needs to be planed as well.. giving a timeline for all vehicles is not logical when you have only a single testing station in the capital that operates 9 to 4 for 5 days only. Phased planned should be given where Older vehicles needs to be tested first.

And how much funding and technical guidance for upgradation has this office baboo(n) provided to these decades old businesses to help these businesses and employers shift to cleaner production tech so that employment and business activity in SME is not affected?
These politically appointed baboo(n)s can only speak nonsense which is easy to do pretentiously for self-promotion in news cycles rather than concrete steps which boost economy and generate employment.
Also near mehrabadi people burn plastic and garbage as fuel or to stay warm in winter… They should first provide them safe alternatives before incriminating them
This burning of plastics and other materials causes cancers. Anyone burning such waste should be in prison.
Nikalty to phr bhi nai ho Baahir..
Testing facility must be provided by the government, free of cost.
CDA is the most corrupt entity in Islamabad. Recently, the Chairman in cahoots with a tennis federation allowed illegal paddle courts to be built on tennis courts allocated land. There was a massive kick back from the contractor Zaki Raja of Jehlum to Aisam Qureshi a former tennis player cum president of tennis federation, col gul zia, and col tufail ur Rehman.
What abt the forest cutting in shakarparian where is Mr rhandhawa . The timber is being cut as it is free which mafia is involved needs to be probed.
I believe the government is not taking real action to stop smog and pollution. Their steps are not effective. They just ban vehicles and shut down industries, but this does not solve the main problem. It only makes life difficult for people and businesses.
Instead of these temporary bans, the government should focus on real solutions. The most important thing is to plant more trees and stop deforestation. Trees clean our air naturally. However, it seems no policymaker is serious about pollution or climate change.
I feel the main goal for them is to make money. They send traffic fines (challans) and take bribes from kiln owners and factories. These businesses are already suffering because of high electricity costs and taxes. The government is not helping them become cleaner; they are just using them to collect money.
In short, we need a serious plan with long-term solutions like creating more forests. We don’t need policies that just punish people and fill the government’s pockets.
Agreed boss
Such tall claims and stern warnings are nothing without a detailed implementation and monitoring plan which CDA is incapable of designing.. These are just hallow claims and show off. Few weeks back Traffic in charge of Islamabad a retired Captain also claimed to check violations seriously. One way violations and jumping red light by bikers remains a common scene in Islamabad.
I am a daily commuter on the road from Barakhau to Islamabad (Sirinagar HW). Despite lots of efforts to make roadsides green, trees are planted in abundance; in the middle and both sides of the road. Unfortunately, it is being observed that local people are seen cutting trees planted behind the front row of trees on both sides of main road. This phenomenon can be confirmed in the early hours at the time of sun rise. People are seen carrying wood on person, cycles/motor cycles and suzuki pickups. The other grave thing causing a great deal of danger to plantation and human lives and property is open Grazing of animals on the road between Lake view Park and Barakhau Metro Bus Terminal. Many incidents hv occurred due to these animal’s sudden presence on the road. Besides, these animals eat away young planted trees, too.
Request, authorities concerned to check this practice. Regards.
My request to propakistani to write an article of where are and who are these certified testing laboratories in Rawalpindi and islamabad.
Why ignore the extermination of allergy producing trees?
There is no construction waste recycling system available
Intha k taxes jin sa jo gari India mein 4000 dollars ki parti ha wo Pakistan mein 12000 dollars ki parti ha..Only elite can afford new car job 15 sa 25 saal porani vehicles chlein g to pollution to ho g…They want to kill are the population and keep only 10 percent elite in this country.
Trucks and Government & semi government buses often produce black smoke, and directly cause/trigger allergies from the smoke to the ones coming behind. Cars rarely produce black smoke and almost never enough to cause/trigger allergies directly for the ones coming behind. Why are they going after cars when they should (at least first) focus on heavy vehicles, especially the ones falling under the government.
Plus bikes are also vehicles and their situation is the same as cars (although it should be much better considering that they are much smaller). Old bikes can be for as low as 10000, how much are you supposed to spend on testing, who can afford that, and who will benefit from the money?
Good Step.
Any guidance on where to get our vehicle checked for exhaust ?
Suggested to start with diesel and heavy vehicles first.
Great step taken as it was over due. The law must be implemented in its letter and spirit. Best Wishes.

Islamabad.
What about the visitors vehicles coming from other cities either to Islamabad or passing through the territory of Islamabad?
They take worthless decisions to solve an issue while sitting in shiny air conditioned shiny offices with necks strangulated in tiight tie knots. On the one hand the FDA’s environment chief is suggesting planting the trees that absorb pollution and on the other hand the same CDA, in collaboration with a “Housing Society” has clean shaved all greenery including trees, bushes and grass off thousands of acres of land in the area between Kuri road and Parkview housing society to prepare the land for another posh housing scheme. Greenery has been blatantly traded for an unaesthetic concrete jungle without giving two hoots to the consequences it would cause to the once lively and green Islamabad.
Instead of imposing troublesome regulations on the citizensofthecountry, why not to delete tax from electric vehicles in larger interest of Pakistan.
Smoke emitting vehicles should be dealt with very harshly. Trucks bikes cars tractors etc. Its so harmful to health but these owners of such vehickles dont give a dam hiding behind the usual we dont have money to repair so get lost! Theyse people must be stopped and vehicle givin a 7 day order for repair otherwise not to be back on road.
In my view, the main goal for them is to make money. Govt. Can’t stop cutting trees because the main benificieries are also in government. They send traffic fines (challans) and take bribes from kiln owners and factories. These businesses are already suffering because of high electricity costs and taxes. Govt. is just using people’s (ordinary person and small business owners) to collect money. This is unfair. Real actions are not taken.
CDA should first check their vehicles and government vehicles to pass the test then apply to public.
Also they need to stop early morning sweeping in every street in Islamabad that creat a lot of dust in the air.
These actions could help short term but if our government really wants to take action they should learn from how Iceland, Switzerland does it of course with proper planning and execution. To be very honest in my opinion CDA isn’t doing a good job at protecting trees of islamabad or encouraging tree plantations as much instead we see deforestation at a rapid rate more flyovers, housing schemes, and high rise buildings without prioritising forest protection yeah no wonder Islamabad is slowly turning into a concrete jungle causing all sorts of issues, focus should be more on the actual cause than effect if they ever get out of political gains.
All vehicles except trucks, rickshaw, bikes, cargo bikes, high emission busses from 90s, taxis.
The test will be free ?
Good initiative but for the sake of Allah SWT , the largest waste dump situated adjacent to Habib Metro cash and carry may kindly be shafted to out of beautiful city because due above said dump the atmosphere of all nearby residential as well commercial and education sectors of Islamabad are under breathing trouble.
Another way to loot this Nation..
