Punjab Includes Visually Impaired Persons in Special Persons List

The Punjab government has taken a major step for the welfare of visually impaired individuals by announcing their inclusion in the list of special persons.

In this regard, the Punjab Empowerment of Persons with Disabilities (Amendment) Bill 2025 has been presented in the Punjab Assembly.

The bill was tabled during the current session on Friday. According to its text, visually impaired persons will be formally included in the category of special persons. Previously, individuals with visual impairment were not explicitly defined under this law.

Under the proposed legislation, individuals with vision less than 3/60 as well as those who are completely blind will be included in the special persons list. After inclusion, visually impaired individuals will be issued special certificates.

Once registered as special persons, visually impaired citizens will be able to benefit from government welfare schemes and will receive facilitation in employment opportunities.

Through the special certificate, support will also be provided in the healthcare and education sectors.

The bill has been referred to the relevant standing committee for further deliberation for a period of two months.

After committee approval, it will be presented for passage in the Punjab Assembly, followed by final approval from the Governor of Punjab.
