RDA to Introduce Online Property Registration and Transfers

The Rawalpindi Development Authority plans to introduce a digital framework to streamline services for housing schemes and the public through electronic registration, online property transfers, and digital building plan approvals.

An RDA spokesperson said Additional Director General Muhammad Anwar Baran chaired a meeting to review technology-based measures aimed at simplifying regulatory procedures.

Hafiz Abdul Ghafoor of the Punjab Land Records Authority briefed participants on the proposed system, which focuses on improving transparency, efficiency, and service delivery.

Officials said regulators will onboard housing schemes through an integrated online portal, for which functional prototypes already exist. The authority will also route secure transactions and property transfers through the Property Transfer System.

In addition, RDA will process building plan approvals online to ensure accountability and time-bound decisions. The spokesperson said RDA plans to formally launch the Property Transfer System on February 15, after which the authority will gradually phase out the manual process.

According to officials, the digital framework will allow citizens to submit applications online, receive faster approvals and no-objection certificates, and reduce direct human intervention. The system will also support improved marketing and sales processes in the real estate sector.
