The Islamabad High Court (IHC) has initiated contempt of court proceedings against Chief Commissioner and Chairman Capital Development Authority (CDA) Muhammad Ali Randhawa, Deputy Director General Enforcement Dr Anam Fatima, and Director Enforcement Kamran Bakht over alleged non-compliance with court orders.
Justice Ikram Ameen Minhas issued contempt notices to the three officials, directing them to appear before the court on January 16. The notices were issued in connection with alleged violations of a prior judgment concerning enforcement actions carried out by the CDA.
The contempt petition was filed by Tanveer Hussain, who contended that the CDA failed to implement the court’s decision dated June 26, 2025, passed in Writ Petition No. 4026 of 2020.
The petition also challenged the continuation of an operation involving the alleged forced eviction of residents of Noor Pur Shahan, despite clear judicial directions.
After hearing preliminary arguments, the court took cognisance of the matter and formally initiated contempt proceedings, observing that the allegations raised serious questions about compliance with court orders.
A large number of lawyers were present during the hearing to express solidarity with the affected residents of Noor Pur Shahan. Members of the Islamabad Bar Association, Islamabad High Court Bar Association, Islamabad Bar Council, and other legal representatives attended the proceedings in support of the local community.
