The Punjab Home Department has asked the Lahore High Court to reject a petition seeking blanket permission to celebrate Basant across the province, stating that the festival is already regulated under an existing legal framework.
In a report submitted to the court, the department said a deputy commissioner can allow Basant celebrations on specific days, subject to prior approval from the government and strict compliance with legal and safety requirements. It stated that the deputy commissioner concerned remains responsible for ensuring public safety.
The report said authorities must implement all precautionary measures required under the law before granting approval for kite-flying events. It added that the government has made the registration of kite sellers and manufacturers mandatory and has completely banned the use of metallic and other hazardous strings due to safety risks.
Authorities must also ensure the installation and use of protective safety rods on motorcycles to prevent injuries caused by stray kite strings.
The department informed the court that the deputy commissioner of Lahore granted limited permission for Basant celebrations only after completing all legal formalities and ensuring compliance with safety protocols.
Citing the existing regulatory mechanism, the Home Department urged the court to dismiss the petition, stating that the matter falls within the administrative domain and is being handled in accordance with the law.
