The Khyber-Pakhtunkhwa Commission on the Status of Women has officially submitted a detailed draft of the proposed Khyber-Pakhtunkhwa Acid, Corrosive and Burning Substances Crimes (Prevention and Rehabilitation) Act, 2026 to the Social Welfare Department for review and further consideration.
The proposed law aims to address one of the most horrific forms of violence against women and vulnerable individuals.
The draft is the result of six years of sustained advocacy and collaboration. The initiative began through the platform of the Women Parliamentary Caucus and was later advanced within a structured institutional framework by the Khyber-Pakhtunkhwa Commission on the Status of Women (KPCSW).
The drafting process was led by Ayesha Naeem, with legal and technical expertise provided by Asia Khattak.
The proposed legislation focuses not only on punishment but also on prevention and rehabilitation. It includes strict penalties for perpetrators, a strong enforcement framework, and comprehensive victim-centered protections.
Under the draft law, victims would be guaranteed access to medical treatment, psychological counseling, legal assistance, and social rehabilitation programs. These measures are designed to safeguard victims’ rights and support their dignified return to society.
Dr. Sumera Shams, Chairperson of the KPCSW, provided key guidance and support throughout the initiative. Her involvement underscores the Commission’s ongoing commitment to advancing legislation aimed at addressing gender-based violence.
The draft is now under review by the Social Welfare Department as part of the legislative process.
