Punjab Announces Development Package for Katcha Areas

The Government of Punjab has unveiled a Rs23 billion development package for the province’s Katcha areas, aimed at improving infrastructure, security, and socio-economic conditions.

Punjab Chief Minister Maryam Nawaz Sharif said the initiative follows successful operations against criminal elements, adding that the region is now ready for large-scale development.

Land distribution and livelihood support

As part of the plan, 14,500 acres of state land will be distributed among local farmers under the “Apna Khet, Apna Rozgar” program to promote self-reliance and agricultural growth.

Authorities will also expand services by introducing National Database and Registration Authority facilities in the region, along with transport, mobile health clinics, veterinary hospitals, and laboratories.

Key allocations

The Rs23bn package includes:

  • Rs7.1bn for law and order
  • Rs13.9bn for social infrastructure
  • Rs1.7bn for other development sectors

Infrastructure and education projects

The development plan outlines:

  • Construction of 108km of soil and 27 road projects covering 144km
  • Upgradation of 65 schools and establishment of 16 new schools
  • Construction of two girls’ colleges

Additionally, 300 merit-based scholarships and free laptops under a special quota will be provided to students.

Enhanced security and surveillance

The government is introducing modern security measures, including:

  • Solar-powered drone surveillance
  • Monitoring systems at police stations and check-posts
  • Deployment of advanced armored personnel carriers and surveillance-equipped vehicles

The Punjab Safe Cities Authority network will also be expanded to enable real-time monitoring in the region.

Social welfare and employment

The plan includes:

  • Skills development programs worth Rs125 million
  • Issuance of 1,000 livestock cards to support women
  • Special concessions for local youth in police recruitment

Police personnel serving in the area will receive a hard area allowance, while cultivation of tall crops along main roads has been banned for security reasons.

Toward long-term stability

Punjab Information Minister Azma Bokhari said the initiative aims to eliminate “no-go areas” and integrate the Katcha belt into the development mainstream.

Officials emphasized that strict measures will remain in place to prevent the return of criminal elements, while infrastructure projects such as roads, bridges, and model villages are expected to transform the region.
