Canada has introduced stricter documentation requirements for digital nomads entering the country under a common work-permit exemption, marking a significant shift from previous relaxed guidelines.

Immigration officers have received updated instructions titled “Temporary residents: Digital nomads,” published on IRCC’s website on May 26, 2026.

Who Qualifies as a Digital Nomad?

Under Canadian immigration rules, digital nomads are remote workers who:

• Are self-employed or employed by foreign employers
• Can enter Canada as visitors and work remotely for up to six months at a time
• Do not require a work permit since they’re not entering the Canadian labour market
• Must have employers/clients with no financial ties to Canada

Additional Clarifications in Updated Instructions

The new guidelines specify that digital nomads must:

1. Apply for a visitor record if wishing to stay longer than initially authorized
2. Satisfy officers they will not enter the Canadian labour market
3. Ensure family members apply separately for their own temporary resident status
4. May work for a Canadian employer without a permit only if qualifying under section 186 of IRPR for a different work permit exemption

Standard Entry Requirements Still Apply

Digital nomads must meet all general temporary resident requirements:

• Demonstrate financial self-support while in Canada
• Convince officers they will leave at the end of authorized stay
• Not be inadmissible for medical reasons or criminal history

This change means increased scrutiny for remote workers planning to base themselves in Canada while earning income abroad.
