HEC Launches Quality Assurance Drive for Universities

The Higher Education Commission’s (HEC) Quality Assurance Agency (QAA) has launched a national academic leadership engagement series to improve institutional quality assurance across Pakistan.

The series, titled “The Quality Compact on the Pakistan Precepts, Standards and Guidelines for Quality Assurance in Higher Education (PSG-2023),” began with its inaugural Punjab regional session at Forman Christian College University (FCCU) in Lahore.

The session was attended by around 100 senior university officials, including deans and registrars, from 29 higher education institutions across Punjab.

FCCU Rector Dr. Jonathan Addleton delivered the welcome remarks, while HEC QAA Director General Nasir Shah formally inaugurated the series.

Speaking on the occasion, Shah said universities need to move beyond compliance-based practices and develop a stronger sense of ownership in quality assurance. He said the revamped PSG-2023 framework is aimed at making institutional quality assurance more effective and meaningful.

Participants were briefed on HEC’s three expository facets framework, which focuses on contextual understanding, ownership, and maturity. The session also introduced the “PERLI Golden Thread” and “Q-CIRCLE,” a newly launched digital platform designed to support real-time institutional quality monitoring.

In his closing remarks, Shah appreciated the participants for their active engagement and contributions during the session.

The engagement series will continue in other regions as part of HEC’s efforts to build a resilient and self-improving quality ecosystem in Pakistan’s higher education sector.
