The Capital Development Authority (CDA) has received three bids for its long-awaited citywide cleanliness and garbage collection project, marking a major step toward outsourcing waste management services across Islamabad.
According to sources, three joint ventures (JVs) submitted bids for the multi-billion-rupee project covering both urban and rural areas of the capital.
The bidders include a joint venture of NJC, MMC, NCS, and Imperial Ventures, Atlas Pak Waste Management Company, and another comprising SA Enterprises, Nazir Lak & Company, and Three Brothers Construction.
Following the technical evaluation, two joint ventures were declared non-responsive, leaving only the NJC, MMC, NCS, and Imperial Ventures consortium in the running.
CDA officials said the authority will proceed with opening the financial bid after the grievance period for the unsuccessful bidders ends, noting that procurement rules permit awarding the contract to a single qualified bidder.
The project will introduce door-to-door garbage collection across Islamabad and transport waste to the Losar landfill site in Rawalpindi. Contractors will be paid on a per-tonne basis, with the project expected to cost around Rs. 4 billion annually under a four-year contract.
The initiative is also expected to improve waste collection in Islamabad’s rural areas, where no regular garbage disposal system currently exists, forcing many residents to dump waste in open spaces and drainage channels.
