The Federal Investigation Agency (FIA) has requested the Capital Development Authority (CDA) to provide records of an agreement it signed with the Defence Housing Authority (DHA) in 2007. The agreement allowed the DHA to acquire 1,500 kanals of land in Zone 5 in exchange for over 700 developed plots for the CDA. However, the CDA has not received possession of the plots from the DHA in the 14 years since the agreement was signed. The CDA had acquired the land in 1961 and 1964, with the intention of auctioning off the plots to generate funds for development work. Despite including the plots as receivable assets in its annual budget, the CDA has failed to obtain them from the DHA. The FIA has launched an investigation into the matter based on a complaint by Dr. Shafiqur Rehman alleging that the 2007 agreement was void ab initio, unilateral and arbitrary. The FIA has requested the complete file, including the present legal status and possession of the 2,400 kanals specified in the questioned agreement. Furthermore, the FIA has asked the CDA for its stance on state land held by Emar, a private developer. The CDA formed a committee in June 2022 to visit the DHA and prepare a report on the matter, but no tangible progress was made. The CDA has stated that it will provide complete details of the case to the FIA in response to its letter and take up the case with the DHA to resolve issues of pending plots. Furthermore, the CDA's 2019-20 budget documents indicate that concrete steps were required to be taken by concerned formations to materialize the pending plots.
